Garth is a media executive best known for being one of two television executives ever to be President/chief programmer at three U.S. broadcast networks: Fox Broadcasting (also a founder), The WB (also a founder and financial partner) and NBC Entertainment.

He was also known as the Corporate EVP/chief programmer for the Turner Networks (including CNN, HN, TNT, TBS, Cartoon Network and TCM) as well as CEO/chief programmer for BBC/UK-owned BBC America (though in the CEO role).

He currently works as a media consultant for OTT services, as well as linear broadcast/pay television networks.

He has also been Chairman/CEO at The WB Television Network, President of Disney/Touchstone Television, Creator and Executive Producer of "Ricki Lake" from the show's pilot in 1992 through its finale in 2004, and was the Senior Television Consultant to the Democratic National Committee from 1991-1992 and for the Madison Square Garden Democratic Convention in 1992.
