With the much-anticipated Coldplay concert set to rock Ahmedabad on 25 January, the city is buzzing with excitement. For visiting fans, one question might linger: is it possible to get a drink during your stay? Believe it or not, there are legal ways to enjoy a drink in Gujarat while respecting local rules and regulations. Tourists visiting Gujarat, known for its stringent alcohol prohibition under the Gujarat Prohibition Act of 1949, might find it surprising that legal avenues exist for consuming alcohol—but only under tightly regulated conditions. This guide breaks down the rules to help visitors navigate the process without ending up in jail.
Why does Gujarat prohibit alcohol?
The state’s prohibition policy is deeply tied to its cultural and historical roots. It honours Mahatma Gandhi’s ideals of temperance, aimed at addressing health concerns, reducing crime, and promoting social harmony.
Who can legally buy alcohol in Gujarat?
In order to legally buy alcohol in the state, you will need a liquor permit. A liquor permit is an official document that allows you to purchase and consume alcohol legally in Gujarat. Without this permit, buying or drinking alcohol is prohibited. It outlines specific quotas and conditions under which alcohol can be accessed or consumed.
Tourists
Anyone who is not a citizen of Gujarat can legally purchase alcohol through this liquor permit. Residents of other states in India, foreigners on valid visas and NRIs with foreign passports are eligible to purchase alcohol. A liquor permit is mandatory, available through government channels, online platforms, or luxury hotels.
Residents with health permits
Gujarat residents with specific medical conditions can apply for a health permit by submitting a doctor’s prescription and supporting medical documentation to the Prohibition and Excise Department.
Hotel Guests
Visitors staying at 3-star and above hotels can obtain a permit through the hotel for alcohol purchases on the premises.
Special Events
Permits for events like weddings may be issued, though such approvals are rare and heavily regulated.
Steps to get a permit
- Register on the Gujarat State Prohibition Department’s e-permit portal and upload the necessary documents.
- Print the application and visit an authorized liquor store for verification.
- Once approved, a permit will be issued, enabling alcohol purchases within the specified quota.
Required documents for liquor permits
Visitors need to present the following documents to apply for a permit:
- Two forms of identification, such as a passport, election card, PAN card, or driving license (Aadhaar cards are not accepted).
- Proof of travel, such as a boarding pass, train ticket, or vehicle RC book with a FASTag statement showing entry into Gujarat.
- Accommodation proof, like a hotel stay certificate or, if staying with relatives, the host’s electricity bill and their presence during verification.
Applications must be submitted within four days of entering Gujarat, and permits are subject to weekly alcohol purchase limits:
- Hard liquor: Up to 750 ml.
- Beer: A maximum of 13 cans (500 ml each) or equivalent.
- Wine: Up to 3 bottles (750 ml each).
GIFT city: A special case
