The CFTC relies on the public as an important source of information in carrying out its regulatory and enforcement responsibilities. If you have information about a violation of the Commodity Exchange Act or Commission regulations, you can report such violations or any other suspicious activities to our Division of Enforcement by submitting either a whistleblower Form TCR or a Complaint Form. You do not need to submit both forms, but you must submit a Form TCR to participate in the CFTC’s whistleblower program. Individuals who submit a Form TCR will receive anti-retaliation protections if applicable, and may be eligible for monetary awards of up to 30% of the money collected as a result of their information. Persons with customer complaints about a futures industry professional may also file a complaint under our Reparations Program.

Whistleblower Program
You can submit a tip to the Division of Enforcement by filing a Form TCR through the CFTC’s whistleblower program. You do not need to also file a Complaint Form with the Division of Enforcement (discussed in the next section). Individuals who submit a Form TCR receive privacy, confidentiality, and anti-retaliation protections under the Commodity Exchange Act and may be eligible for monetary awards. Whistleblowers can file a Form TCR anonymously but must provide a way for the Division of Enforcement to contact them.

Complaint Form
If you do not wish to be eligible for a potential award and receive anti-retaliation protections, you can report information electronically to the Division of Enforcement on a Complaint Form or by calling us toll-free at 866-FON-CFTC (866-366-2382). The information provided in both the Complaint Form and the whistleblower Form TCR goes directly to the Division of Enforcement. However, you must file a Form TCR to ensure you receive anti-retaliation protections, if applicable, and monetary incentives are only available to eligible whistleblowers who file a Form TCR.
Reparations Program
The CFTC’s Reparations program provides an inexpensive, impartial, and efficient forum for customer complaints against futures industry professionals for alleged violations of the Commodity Exchange Act. Customers may bring complaints against futures industry professionals registered with the CFTC at the time of the alleged wrongdoing or registered with the CFTC at the time the complaint is filed. Reparations cases are decided by a CFTC Judgment Officer. Part 12 of CFTC’s regulations, 17 CFR 12, contains rules relating to Reparations.
