Analysis on Inter-provincial Unbalanced Funds in Regional Electricity Spot Market

Abstract

Since the initiation of the new electricity reform in China in 2015, the construction of the regional spot market has been carried out as a pilot project in the southern region(starting from Guangdong). This region has played a pioneering and exemplary role in the establishment of the provincial electricity market nationwide. The settlement mechanism of the electricity market holds significant importance for ensuring its stable operation. Addressing the issue of unbalanced funds is a key aspect of this settlement mechanism, as the equitable allocation of these funds reflects the principle of fairness in the electricity market. This paper combined the latest settlement rules of the Southern Power Grid to deduce an accurate calculation formula based on the original definition of inter-provincial unbalanced funds. The unbalanced funds are categorized into deviation unbalanced funds and line loss unbalanced funds, and corresponding allocation suggestions are proposed. Finally, a simplified two-node test model is established to verify the accuracy of the derived conclusions.
