A Novel Layered DVC Structure for Wireless Surveillance System

Abstract

In wireless surveillance system, simple video capture devices and confining transmission environment may limit the computational complexity and bandwidth. As the distributed video coding (DVC) structure can shift the complexity from the encoder to the decoder, we apply the DVC structure to the wireless surveillance system. Furthermore, because the moving objects are the focus of most concern, we propose a layered structure for DVC which concentrates the computation and bandwidth resources on the region of interest (ROI). We also propose a ROI detection scheme and a novel side information generation algorithm for this structure. The experimental results show that it can significantly improve the rate distortion (RD) performance for the surveillance video sequences.
