C. Ingraham RTRP is also known as C. Ingram ECE, was born in Berkeley, California to a World War II veteran and his second wife. Raised in Richmond, California she attended DeVry, Chicago Campus and was one of the first women to graduate from the technical school, where she qualified for the 1st, 2nd and 3rd Class FCC license. She worked WNUS-Radio, Chicago, and KPIX-TV, San Francisco before starting a career in education. Her first position in education was instructor in communications at the college level. She later opened her own preschool where she remained self-employed for 15 years. Towards retirement, C. Ingraham took a position as a substitute teacher and worked with the public school system while changing her career from education to becoming a tax professional. She later took on the task of basic tax instructor for major tax franchise companies. In August of 2012, after 12 years of tax experience, C. Ingram passed the IRS RTRP exam only to see the classification eliminated by the IRS. She has since retired to Mismaloya, Mexico where she writes books for young children and tax loopholes for U.S. taxpayers
