Cost and commercial management processes and practices in different parts of the world vary significantly. In the UK and the British Commonwealth these practices are mainly market oriented and matured over several centuries. The effects of globalisation and impact of foregoing recession have led most UK based cost consultancies to expand overseas. In contrast China, the modern world’s economic powerhouse is still transforming its construction industry from a communist quota based system to a market based system. UK-China cooperation agreements foster greater economic cooperation and professional mobility. This requires better understanding of systems and processes in both countries. There is a significant level of lack of common understanding of construction cost and commercial management systems of these two countries. Therefore, this research aims at mapping the UK Cost and Commercial Management systems to Chinese Engineering Cost Systems.

Human resource is the key component for any organization's success. It is crucial for organization to manage their human resources effectively and to their satisfaction, so that they stay longer without leaving the organization. Job satisfaction is identified as one of the factor that causes turnover intention of human resources in any organization. The study evaluates the job satisfaction of quantity surveyors in building construction firms of DarEs -salaam, Tanzania; with objectives being; to identify factors influencing job satisfaction; to determine level of job satisfaction; and to recommend interventions that can be applied to improve job satisfaction of quantity surveyors in building construction firms. The study considered a descriptive design where quantity surveyors employed by Class I to IV building construction firms were used, as a unit of analysis. In collecting data, a total of 55 questionnaires were distributed, whereby 42 were returned. Quantitative data were analyzed using Statistical Package for Social Sciences (SPSS), while qualitative data were analyzed thematically. The study revealed the major factors influencing job satisfaction of quantity surveyors, in order of importance, which includes; the working condition; organization commitment; pay; self-satisfaction of work done; job recognition; appreciation; relationship with co-workers; training and development opportunities; job security; job feedback; and job involvement in decision making and responsibilities. Furthermore, findings indicated that; the overall level of job satisfaction of quantity surveyors in building construction firms, is an average level of satisfaction with the mean score value of 3.02 and mode of 4.00. Moreover, it revealed that; quantity surveyors in building construction firm, have low level satisfaction in terms of job involvement in decision making and responsibilities; feedback and communication; job security; level of supervision; training and development opportunities; and the company's promotion policies. Various interventions recommended to improve job satisfaction of quantity surveyors in building construction firms includes; adequate recognition of the work by the quantity surveyors in the construction firms should be fully appreciated, and encroachment by other professionals should be highly discouraged. Advancement opportunity in career progression and professional development should be encouraged to improve quality service delivery. The work to be done by quantity surveyors should have clear goals, while objectives and interference by other professionals should be checked.

The construction industry has always been viewed as being the last to adopt modern technology and methods compared with other industries. The need for major change in the industry is abundantly clear as many projects in recent years have been going over budget and clients have not been satisfied with the work. This has been down to new developments in construction technology and materials. Quantity surveyors have tried to use traditional methods to price and measure these new techniques but it has been proven that the current SMM were not adequate to do so. The creation of the New Rules of Measurement aims to change all of this and provide the client with great cost accuracy on modern projects from start to finish. This dissertation aims to analyse the impact the New Rules of Measurement have had in QS firms and whether they are being used effectively by firms that have currently adopted them.

By virtue of the magnitude, complexity, and nature of the works it executes, the construction industry is a major consumer of capital goods. Improving the communication structure and information/data management systems however still remains a chronic challenge facing it in many countries worldwide. Apart from advances made by some contractors and firms to devise mechanisms for communication and to manage information, studies across the world reveal
that construction projects are hardly completed within budget. The Kenyan construction industry has not been spared either. This background can be considered unhealthy for an industry whose capital consumption is heavy and concurrent cost and time overruns spell disastrous financial consequences on the investor.
The construction industry is estimated to be contributing up to over 60% of the gross formation in Kenya. According to the Kenya National Bureau of Statistics (2018), construction sector in Kenya recorded a growth of 9.5% coming fourth after tax revenue, real estate, and transport & storage. The contribution to Gross Domestic Product (GDP) was estimated at 5.8% in 2017 up from 5 % in 2016. The increased investment in the housing and infrastructure development needs to be met with efficiency in the communication and the management of information meant for it as well as ensuring the value for money to the client in terms of reduced delays, profitability and customer satisfaction. There’s, therefore, need for effective and efficient communication systems. This study explored communication structures and information management systems employed by contractors and construction firms in building projects and also investigated the challenges encountered in managing the data. It also sought to find out the impact of, and influence the communication structures adopted have on the information management systems in construction projects focusing on the key players in their delivery as well as the overall influence this has on the performance of the projects. The descriptive research design was employed, making use of questionnaires to collect data from Quantity Surveying and Architectural firms within Nairobi, Kenya to establish the situation as is on the ground. Data collected was analyzed based on a conceptual framework to establish the relationship and interrelationships of the independent variables in communication and information management on the dependent variable which for the case of this research was project performance. Comparative and cor-relational surveys were thus utilized, analysis was done on statistical packages and presentation done in tables, reports, and charts.

Quantity takeoff based on Building Information Modeling (BIM) is a faster and more reliable method than the traditional 2D-based quantity takeoff approach. However, the quality of BIM models affects the accuracy of the extracted quantities. Incomplete details and inappropriate modeling methods cause deviations in extracted quantities. Compound elements, such as walls and floors, always face this issue because they contain multiple material layers, which can have different sizes. In order to obtain accurate quantity takeoffs of these layers, each compound element layer that is composed of a core layer and other layers must be created according to the actual construction. Nevertheless, this is a time-consuming and error-prone solution. Furthermore, it can be difficult to edit a model in the future if its design is not finalized. This study proposes a method to improve the accuracy of the extracted quantities of compound elements from BIM models that are incomplete or incorrect by using information from BIM-based clash detection to eliminate excess quantities and add missing quantities. The proposed method is called the “BIM-based compound element quantity takeoff improvement” (BCEQTI) method. The BCEQTI method is then validated through four case studies. With this method, accurate material quantities can be delivered, and the time used to edit the BIM models is saved. Furthermore, it can be applied to other building elements that have similar issues.

—At a time of economic uncertainty, the most successful and effective organizations offer the market predictability. In order to achieve predictability in project outturn, risk management is given equal importance alongside cost and schedule control. In turn, improved risk control and growing levels of risk intelligence are best facilitated by ongoing measurement. In this paper, the measurement of risk will be discussed (in a project or construction and engineering context) to help reinforce process integrity. Methods for the effective capture and sharing of risk data will be reviewed in conjunction with critical success factors, common key risk indicators (KRIs) and other widely held risk metrics and benchmarks. In addition, the benefit of periodic risk-based project audits will be explored. After establishing a link between risk and knowledge, the merits of a central risk management library or knowledge base for professional risk management practitioners will be considered with the goal of improving risk management implementation effectiveness at the organizational and industry level.

The COVID-19 Pandemic has become a major public health concern worldwide, which can impact environmental sustainability and social responsibility, as well as people's quality of life. In this context, environmental awareness, sustainable consumption and social actions of people have been effectively changed, as a period of quarantine, social isolation and health crisis caused by Pandemic has been experienced. This study aims to analyze the impact of the COVID-19 Pandemic on environmental awareness, sustainable consumption and social responsibility, in the perception of Baby Boomers, X and Y generations, residents in Brazil and Portugal. The method used was quantitative research, of a descriptive character, through a survey applied to 3236 people, which was analyzed with the use of Structural Equation Modeling. The results indicate that COVID-19 Pandemic is an important vector in people's behavioral change, which reflects on environmental sustainability and social responsibility. It is noteworthy that the impact of the COVID-19 Pandemic had a greater influence on sustainable consumption , followed by environmental awareness, and to a lesser extent, on social responsibility. There was also greater relevance in Portugal, as well as the perception of the Baby Boomers generation. This study also provides a framework such as metrics to measure a transformational event, which is the COVID-19 Pandemic in socio-environmental aspects and conscious consumption.

The purpose of the study reported in this article was to analyse the relationship between teachers’ educational beliefs and typical approaches to computer use in the classroom. In this context, the question arises whether particular profiles of teachers can be distinguished based on their beliefs about good education. A survey of 574 elementary school teachers was conducted that focused both on teachers’ traditional or constructivist beliefs about education and on different types of computer use: “computers as an information tool”, “computers as a learning tool” and “basic computer skills”. Cluster analysis resulted in four distinct teacher profiles, reflecting relatively homogeneous scale scores, based on varying levels of traditional and constructivist beliefs teachers hold about education. Overall results indicate that teachers with relatively strong constructivist beliefs who also have strong traditional beliefs report a higher frequency of computer use. In addition, results point to a specific relationship between teachers’ beliefs profiles and how computers are used in the classroom. Implications for the role of educational beliefs in supporting teachers to integrate ICT in the classroom are discussed.

"Las obras de ingeniería romana se caracterizan entre otras cosas por responder a una geometría muy cuidada. Las carreteras tienen, cuando el terreno es propicio, alineaciones largas y precisas, sus pendientes son suaves. Las ciudades y los campos se cuadriculaban escrupulosamente llegando a alcanzar las dimensiones de estas parcelaciones tamaños enormes. Pero probablemente los acueductos, esas largas canalizaciones que llevaban el agua desde las fuentes naturales u otras captaciones hasta las ciudades, para el consumo humano, alcancen el paradigma de la perfección geométrica, precisamente porque su funcionamiento está fuertemente condicionado a este factor.
Cuando hemos analizado el proceso constructivo de estas obras y la metodología de replanteo y construcción, nos han asaltado dudas razonables sobre la forma en que los técnicos romanos conseguían medir y construir con precisión cada cosa en su sitio. Estas obras adquieren en ocasiones una complejidad extrema y su realización, incluso hoy y con nuestros medios, sería objeto del máximo esmero y no poca dificultad en su replanteo, de forma que se garantizase su correcto funcionamiento.
Después de cierto tiempo analizando estos extremos, incentivados en buena medida por lo poco que de ello se sabe y lo escasamente convincente que resulta lo propuesto sobre la ciencia topográfica romana, en la mayor parte de los textos modernos escritos al efecto, en este trabajo se expondrá un avance de lo que sobre esta particular temática hemos ido desarrollando.

Recommender systems have grown to be a critical research subject after the emergence of the first paper on collaborative filtering in the Nineties. Despite the fact that educational studies on recommender systems, has extended extensively over the last 10 years, there are deficiencies in the complete literature evaluation and classification of that research. Because of this, we reviewed articles on recommender structures, and then classified those based on sentiment analysis. The articles are categorized into three techniques of recommender system, i.e.; collaborative filtering (CF), content based and context based. We have tried to find out the research papers related to sentimental analysis based recommender system. To classify research done by authors in this field, we have shown different approaches of recommender system based on sentimental analysis with the help of tables. Our studies give statistics, approximately trends in recommender structures research, and gives practitioners and researchers with perception and destiny route on the recommender system using sentimental analysis. We hope that this paper enables all and sundry who is interested in recommender systems research with insight for destiny.

This article examines five common misunderstandings about case-study research: (a) theoretical knowledge is more valuable than practical knowledge; (b) one cannot generalize from a single case, therefore, the single-case study cannot contribute to scientific development; (c) the case study is most useful for generating hypotheses, whereas other methods are more suitable for hypotheses testing and theory building; (d) the case study contains a bias toward verification; and (e) it is often difficult to summarize specific case studies. This article explains and corrects these misunderstandings one by one and concludes with the Kuhnian insight that a scientific discipline without a large number of thoroughly executed case studies is a discipline without systematic production of exemplars, and a discipline without exemplars is an ineffective one. Social science may be strengthened by the execution of a greater number of good case studies.

Consumers decide when, where and how they dispose of their textiles and therefore determine the lifespan, destination and potential of textiles. An extended Theory of Planned Behaviour (TPB) that includes personal norm regarding textile recycling; industry awareness regarding the negative issues surrounding the textile industry; and knowledge of textile recycling has been used to explore the drivers of four consumer textile disposal intention categories: incentive and non-incentive-based textile disposal, extending the lifespan of textiles and binning unwanted textiles between household waste. The online survey (n = 491) showed that there is a gap between knowledge on the disposal method, previous behaviour and intention. In addition, it showed that subjective norm, personal norm and industry awareness all have a positive influence on the intention to dispose without incentive, while personal norm and industry awareness have a negative influence on the intention to bin unwanted textiles between household waste. The variables are insignificant predictors of the intention to dispose of textiles in exchange for an incentive and the intention to extend the lifespan of textiles. Besides, the incentive-based textile disposal has the lowest intention score, indicating that current incentives, such as a 10% discount on a subsequent purchase, do not sufficiently stimulate consumers to bring back their unwanted textiles. Based on the findings, some suggestions are made to the textile industry, government organizations and policymakers to strengthen their promotional campaigns and textile disposal methods. Contrary to previous research results, knowledge of textile recycling is not a significant predictor of consumer textile disposal intention. In addition, the results show that perceived behavioural control, one of the original TPB variables, is not a significant predictor of any of the behavioural intentions. This suggests that perceived behavioural control could be excluded from the TPB model in research on textile disposal behaviour.

In Nyagatare district (Eastern province “Rwanda”) there is a sector called Rwimiyaga where  the cell called Rutungo is located. This cell has neither Hospital nor health centers. The people make long journey to the adjacent health center in Matimba and Bugaragara whereby they spent much money which result in making pregnant women to give birth at home. To solve this issue a design of one storey modern hospital of  3914 square meters of built-up area and 31315 cubic meters  has been done to these inhabitants in order to take care of their life. The use of computer software to represent appropriate drawings and manual means for doing calculations in the design has done.  The ministries in charge of health and infrastructure are recommended to support this project of construction of Modern hospital because researches done showed that there is a need of this hospital.

The article shows the comparative studies in waste management between High income countries and low income countries. It shows increase in waste generation as well as the steps taken by the governing agencies for solid waste management. It discusses the variation in waste generation caused by: Climate, seasonal variation, cultural, religious differences, industrial development as well as economical development.
As per the present scenario in low and high income countries Europe ( Hoorweg and bhada, 1999) is considered to be high income group and Asia is compared to be in low or middle income country where the there is  a need to upgrade the disposal, transportation and recycling process. There is a need of implementing new procedures in low income countries.
This finally summarises the waste management strategies in different economical situation countries to improve the latest global trends which have likely positive effect and controlling the growth of trend in waste arising for different income countries.

Phronetic organizational research is an approach to the study of management and organizations focusing on ethics and power. It is based on a contemporary interpretation of the Aristotelian concept phronesis, usually as ‘prudence’. Phronesis is the ability to think and act in relation to values, to deliberate about ‘things that are good or bad for humans’ in the words of Aristotle (1976:1140a24–b12). Phronetic organizational research effectively provides answers to the following four value-rational questions, for specific problematics in management and organization studies: 1. Where are we going with this specific management problematic? 2. Who gains and who loses, and by which mechanisms of power? 3. Is this development desirable? 4. What, if anything, should we do about it?

This paper deals with the various types of defective arbitration clauses and analyses how courts have dealt with such clauses. Although the exercise of drafting arbitration seems straightforward, the history of arbitration has exposed the folly of humankind in failing to learn lessons from the past. Numerous cases are reported every year relating to defective arbitration clauses. The paper explores methods to avoid defects in arbitration clauses.

This research aims to further explore and develop a comparative cost and commercial management framework for UK and China providing vital information for market penetration and professional mobility. The research aim consists of the following key objectives:

1. Review the profile of the Engineering Cost profession of the Chinese construction industry;
2. Develop a detailed procurement process protocol, mapping the cost and commercial management operations of the two countries throughout the procurement cycle;
3. Compare RICS and CECA’s professional body structures, qualification pathway, accreditation, education and training systems;
4. Compare and analyse the business models and professional service profiles of cost consultancy and commercial management practices in UK and China;
5. Review and forecast the latest development of cost and commercial management trends in both countries;
6. Develop a construction cost and commercial management services mapping framework to enhance the mobility of Quantity Surveyors and Cost Engineers.

The conventional approach in teaching ‘Measurement’ module involves the lecturer trying to explain the construction technology on a drawing, the prescriptive set of rules and showing students the measurement (also called taking-off) process to quantify the work. Little technology, other than the use of PowerPoint to illustrate the drawings, is adopted to teach ‘Measurement’ module. This paper investigates the use of video and interactive PowerPoint as a teaching method to present anatomic information to aid learning and enable students to acquire the skills to measure and define construction works. Questionnaires were used as an instrument for measuring varying degrees of respondents’ opinion of using video and interactive PowerPoint as a tool to support students’ learning. Research findings indicated that the teaching methods have helped the delivery of the module more efficiently, students’ learning experience was enriched and students were able to understand the module better. However, skills required for interpreting construction drawings has to be developed separately. As the quantity surveying programme is one which requires a lot of drawings to illustrate the construction process and to aid students to grasp the subject, the use of video and interactive PowerPoint would be of great benefit and help in supporting students’ learning in their own time.

The Aalborg Project may be interpreted as a metaphor of modern politics, modern administration and planning, and of modernity itself. The basic idea of the project was comprehensive, coherent, and innovative, and it was based on rational and democratic argument. During implementation, however, when idea met reality, the play of Machiavellian princes, Nietzschean will to power, and Foucauldian rationality-as-rationalization resulted in the fragmentation of the project.

Construction is a sector that has been tagged with poor performance in the UK. Reports on the industry since 1944 have repeatedly described the industry as fragmented and adversarial. Furthermore, poor project information arising from paper-based drawings and other instructions have been blamed as a one of the major causes of this poor performance. Through technology, industries like manufacturing have improved performance by working in fully collaborative digital 3D environments that foster collaboration. Comparatively the construction industry still retains much of its traditional paper-based design and craft-based construction culture. Building information modelling (BIM) promises to transform construction into a more modern industry and improve performance throughout the project life cycle.


This dissertation examines the impact of BIM on project performance in the UK construction industry by evaluating how it assists the project manager deliver projects to budget, on schedule and to the specified quality. The central objectives are; to examine the effectiveness of traditional paper-based modes of operation and the current tools and techniques of project managers in the UK construction industry, to examine the awareness of project managers regarding BIM and its applications, how BIM can assist project managers and how BIM can improve project performance in the UK construction industry, to examine and identify the benefits of BIM adoption by project managers in the UK construction industry and to examine and identify the challenges of BIM adoption by project managers in the UK construction industry.


The findings of this study are based on responses from a structured questionnaire on BIM awareness, benefit, challenges and usage in project management. The results from the data gathered indicate that project managers do not see BIM making direct improvements to their functional operations but rather improves general project performance. Project managers see the value and benefit of BIM more in terms of the entire life cycle management of the capital investment. It was also observed that BIM can help project managers make better decisions due to a relatively clearer depiction of reality compared to 2D drawings, communicate more effectively with project participants and help maintain greater control of the project.

In Malaysia, the question of whether the performance bond in a construction contract is a conditional or an unconditional guarantees is still one of the issues relating to performance bond. Therefore, the objective of this research is to determine the phrase(s) in the Performance Bond in a construction contract that determine whether the performance bond is a conditional or unconditional on demand guarantee. In order to achieve this objective, the research was conducted by analyzing relevant court cases. From the findings, it can be concluded that unless an undisputed meaning of the words in the performance bond to make the performance bond to be purely conditional or unconditional 'on-demand' bond, most court interpreted performance bond to be an on-demand performance bond which is only conditional upon the beneficiary asserting the basis of the claim upon the issuer of the bond contending that there has been breach of contract.

This study examined trend in determinants of career choice in quantity surveying between 1960 till
date.Views from 335 respondents collected via structured questionnaire were analysed using
descriptive/inferential statistics. The study reveals in the 60s, personal interest drives choice of career in
quantity surveying. The trend however diminishes significantly in the 20th century. As a result, there islittle
progression from the undergraduate to post graduate studies in the profession. This is unhealthy for the
future of the profession.The study provides an understanding ofthe critical threat to the sustainability of the
profession and brings to bare exciting theoretical insights.

The construction industry plays a very crucial role in contributing to sustainability issues which needs to be addressed as fast as possible, so as not to allow it degenerate further. Value engineering is a creative, systematic effort directed at analyzing functional requirements of a project for the purpose of achieving essential functions at lowest total cost over life span of project, it does not just influence project cost and quality, but also have positive effect on the environment and the world wide trend of green construction, while Sustainable development is the balance between economic progress and environmental conservation needed for future survival. In recent times, there has been a growing awareness of the importance of both Value Engineering and Sustainable Development within the construction industry, as they help to: improve service related outcomes within budget constraints: achieve a more efficient use of resources; and accomplish an optimum combination of Life Cycle Costing and quality to satisfy the user and environmental requirements. Both value engineering and sustainable development play a very important role regarding quality, reliability, durability and enhancing the performance throughout the life of project without disturbing future needs. However there is no programmed input to implement value engineering and sustainable development within the construction industry in Nigeria. This paper reviews Value Engineering and Sustainable Construction for achieving best value along with long term sustainability over whole life cycle of project, it also proposes a conceptual synergy between VE and Sustainable Construction that leads to achieving best value over the life span of a project and demonstrates how sustainability issues can be tackled methodologically by following a systematic approach of synergy between value engineering and sustainable construction practices.

At the same time that case studies are widely used and have produced canonical texts, it may be observed that the case study as a methodology is generally held in low regard, or is simply ignored, within the academy. For example, only 2 of the 30 top-ranked U.S. graduate programs in political science require a dedicated graduate course in case study or qualitative methods, and a full third of these programs do not even offer such a course. In contrast, all of the top 30 programs offer courses in quantitative methods and almost all of them require training in such methods, often several courses. In identifying this paradox of the case study’s wide use and low regard, Gerring rightly remarks that the case study survives in a “curious methodological limbo,” and that the reason is that the method is poorly understood. In what follows, we will try to resolve Gerring’s paradox and help case study research gain wider use and acceptance.
