What is the impact of information and communication technologies (ICTs) on the human condition? In order to address this question, in 2012 the European Commission organized a research project entitled The Onlife Initiative: concept reengineering for rethinking societal concerns in the digital transition. This volume collects the work of the Onlife Initiative. It explores how the development and widespread use of ICTs have a radical impact on the human condition.

ICTs are not mere tools but rather social forces that are increasingly affecting our self-conception (who we are), our mutual interactions (how we socialise); our conception of reality (our metaphysics); and our interactions with reality (our agency). In each case, ICTs have a huge ethical, legal, and political significance, yet one with which we have begun to come to terms only recently.

The impact exercised by ICTs is due to at least four major transformations: the blurring of the distinction between reality and virtuality; the blurring of the distinction between human, machine and nature; the reversal from information scarcity to information abundance; and the shift from the primacy of stand-alone things, properties, and binary relations, to the primacy of interactions, processes and networks.

Such transformations are testing the foundations of our conceptual frameworks. Our current conceptual toolbox is no longer fitted to address new ICT-related challenges. This is not only a problem in itself. It is also a risk, because the lack of a clear understanding of our present time may easily lead to negative projections about the future. The goal of The Manifesto, and of the whole book that contextualises, is therefore that of contributing to the update of our philosophy. It is a constructive goal. The book is meant to be a positive contribution to rethinking the philosophy on which policies are built in a hyperconnected world, so that we may have a better chance of understanding our ICT-related problems and solving them satisfactorily.

The Manifesto launches an open debate on the impacts of ICTs on public spaces, politics and societal expectations toward policymaking in the Digital Agenda for Europe’s remit. More broadly, it helps start a reflection on the way in which a hyperconnected world calls for rethinking the referential frameworks on which policies are built.

My attempt to provide the best advice, involving 4-d matter and possibly the quantum.

 Abstract— Theory of Eight Palaces (八宫) or Eight Veins (八脉) is useful in understanding economic disease. By using mathematical reasoning based on Yin Yang Wu Xing Theory in Traditional Chinese Economics (TCE), this paper demonstrates the treatment principle: " Even if all changed, it is hard to change one's nature " (江山易改，本性难移). It means that for the economic society, there is the mathematical structure of Eight Palaces or Eight Veins as the second physiological system of a steady multilateral system. It can be used to determine the root-cause of the sick system by using the six indexes of comprehensive judgment as the Eight palaces or Eight veins. The six indexes are PPI (the Producer Price Index), AAF (the total output value of Agriculture forestry Animal husbandry and Fishery), CPI (the Consumer Price Index), GBR (the General Budget Revenue), GDP (the Gross Domestic Product), and GDP (the right of making money), simple namely PACGGF. The six indexes of PACGGF inflation rates which can be used as diagnostic subsystem of disease. The first or second transfer law of economic society energies of Eight Palaces or Eight Veins changes according to the different PACGGF inflation rates of an economic society whether in the normal range or not. Semiotics (sometimes spelled “semeiotic”) is the name first given by John Locke, and later reprised by Charles S. Peirce, for the “doctrine of signs,” or the study of how some things can stand for other things to still other things. This deliberate inquiry can be contrasted with “folk semiotic” accounts, which assume that there is some intrinsic feature about, say, the human voice or a painted board that makes them capable of signifying. Such a naive assumption does not withstand serious scrutiny. From a philosophical standpoint, what makes something a sign is an involvement in a specific sort of triadic relation. This relation is found in human/nonhuman and deliberate/nondeliberate signs alike. Semiosis, the action of signs, is what permits communication, but it is wider than communication. For example, if while in an adjacent room I smell that the turkey in the oven is ready, my pet dog can smell it too, and the turkey is not trying to “tell” us anything. But if the cook in the kitchen tells me it is ready, I receive that message, while my dog hears the sounds but is none the wiser (in contemporary semiotic parlance, my dog and I couple our Umwelten via indices, but the symbols at hand generate interpretants only in my anthroposemiosis). In spite of the fact that it has a long and distinguished history (especially during the medieval period), general inquiry into signs became an organized research program only in the mid-20th century. Today, in addition to philosophers, semiotics attracts a wide range of scholars, such as ethologists, cognitive scientists, linguists, art historians, logicians, media theorists, literary critics, computer programmers, biologists, sociologists, and so on. From a methodological standpoint, then, parochialism is not an option. The scholarly literature can nevertheless be fruitfully divided into theoretical and applied strands. Not surprisingly, most philosophers drawn to semiotic questions work in the former strand. Semiotics is not to be confused with “semiology,” a (now largely defunct) project that originated in the lectures of the linguist Ferdinand de Saussure and which was active in the 1960s, mainly in France. Semiotics, by contrast, is a vibrant tradition that continues to flourish worldwide. Although some persist in employing the term “semiotics” when discussing narrow studies that focus exclusively on cultural codes, such terminological misuse masks the fact that a study of signs is broader than a study of language. A sustained philosophy of signs, then, promises (as Locke initially surmised) to yield truly novel insights.

Heroism consists of actions that must help others, even if it is a possibility and risk of the helper s injury or even death. Some people consider heroism to be very close to altruism, but it is different. Where altruism emphasizes self-denying acts that help others, heroism means a personal sacrifice. The kernel of heroism rotates around of the obligation of the person to a noble goal and readiness to accept a consequence of fighting for this goal. Heroism is old as humanity itself. The human bent fort commemorating heroes is a universal quality of human culture. Heroes are honored in ancient paintings, folklore and myth. Societies dispatched such stories in oral traditions and legends, and myths into epic poems and eddas. Modern societies uphold the tradition of honoring heroes not only in literally masterpieces but also in movies and journalism. Some of heroic ideas are becoming lost or changed by general culture. Being a hero is not just being an outstanding figure. We believe it has become needful to revise the historical senses of the word, and to force it to arrive in modern timeframes. Historically, heroism has been closely connected with military service, although social heroism also deserves close research. For instance, Achilles is the archetypal war hero, whose values were so strong, that Socrates willingness to die for it was also a heroic exploit. Heroism that consist a notable idea is usually not so dramatic like heroism that entails direct physical risk. These different ways of exhorting with the heroic ideal mean a deeper, more tangled definition of heroism. Actions considered as heroic are ordinarily made voluntarily in the sense that they are not compelled by external pressures or at least go out the bounds of the behavior ordinarily prompted by external pressures. By understanding of heroism as a universal characteristic of human nature, not as an unusual feature, heroism becomes something that stands in the line of possibilities for everyone, possibly inspiring us to answer that call. The thought about the banality of heroism disrobes the myth of the heroic elect. It is a myth that strengthens two fundamental human tendencies: to attribute very rare personal feature to special people who do special feats-to see them as superhuman, comparing to the rest of us and the trap of inertial some people call it as the bystander effect. Investigation has shown that this effect is often motivated by scattering of responsibility. In their article The Banality of Heroism , Zeno Franco and Philip Zimbardo tell that heroism is made up of four autonomous measurements at least (based on authors analysis of many acts that they consider heroic). First, heroism involves some type of quest, which may range from the preservation of life to the preservation of an ideal (Franco, Zimbardo). Second, heroism should have some form of sacrifice (risk). This can be some form of physical danger or a strong social sacrifice. The physical risks in this case are clearly heroic in nature. For instance, Tom Cahill, a researcher from the University of California, called a press conference where defined the EPA s findings that in the after-grass of the September 11 events the air nearby Ground Zero was safe for breathing. With this action he risked his confidence as a scientist. Third, the heroic feat may be active or passive. Often we think of heroism as a courageous activity, something that is clearly perceptible. But some forms of heroism involve passive opposition or reluctance to be moved. And finally, heroism may be an unexpected, one time action, or something that continues over a longer time period.  Abstract— Theory of Sixty JiaZi (60 甲子) is useful in understanding economic disease. By using mathematical reasoning based on Yin Yang Wu Xing Theory in Traditional Chinese Economics (TCE) , this paper demonstrates the treatment principle: " seize the momentum of development， hasten lucky avoids disaster " (顺势而为,趋吉避凶). It means that for the economic society, there is the mathematical structure of Sixty JiaZi as the second physiological system of a steady multilateral system. It is used to predict the development of the corresponding subsystem based on 60 Jiazi numbers. People should be according to its momentum of development, hasten lucky avoids disaster. Theory of Eight palaces is to determine both the root-cause and symptoms of the sick system based on the six indexes of comprehensive judgment. It is the base of Six Jiazi. The six indexes are PPI (the Producer Price Index), AAF (The total output value of Agriculture forestry Animal husbandry and Fishery), CPI(the Consumer Price Index), GBR(the General Budget Revenue), GDP (the Gross Domestic Product), and Finance (the right of making money), simple namely PACGGF. The first or second transfer law of economic society energies of Sixty JiaZi changes according to the different PACGGF inflation rates of economic society whether in the normal range or not. Assume that the range of one of PACGGF inflation rates is divided into four parts from small to large. Both second and third are for a healthy economy. Synthetic biology is a new scientific field that gained prominence from the early 2000s. It has been defined as the engineering of biology and the promises that it holds are enormous. The aim of this thesis is to understand the practices of synthetic biologists philosophically: what are synthetic biologists actually aiming for and how does it differ from other and earlier approaches to biology? The main focus is on the idea that synthetic biology aims to construct, synthetize and design biological systems. What do these terms entail and how do they differ from other scientific practices? This thesis explores these questions through four chapters. The first chapter deals with the different conceptions of constructivism in philosophy of science, namely the idea that science does not describe, but constructs its object. It offers a classification of the different programs that have been developed under this banner, as well as an origin story of these constructivist claims. One form of constructivism, which I call constructive realism, is defended and elaborated, mainly through an examination of the work of Bruno Latour. It is a form of constructivism that concerns not so much the construction of cognitive beliefs, but one concerned with material interventions and transformations of the world. Constructive realism is perhaps better dissociated from forms of social constructionism, and linked to claims found in French epistemologists, such as Gaston Bachelard, or in philosophers of experiment, such as Ian Hacking. If constructive realism is indeed a tenable position, how should we then face the challenge of synthetic biology? In order to meet this challenge, the second chapter introduces the conceptual distinction between regimes of articulation and regimes of purification. Construction must be understood not only as a practice of constructing beliefs or theories that answer specific questions (what I call purification), but also as constructing novel phenomena and data domains that shape new questions to be asked (what I call articulation). Moreover, such a conceptual distinction offers us a new normative framework, inspired by Vinciane Despret: science can be criticized, not only for giving poor answers, but also for asking poor questions. These conceptual tools are subsequently mobilized to argue that the specificity of synthetic biology resides in a novel regime of articulation: it differs from earlier episodes in biology by articulating new data domains and therefore enabling radically new questions to be asked. The third chapter explores this shift through the history of the life sciences, more particularly the history of molecular biology. Following Evelyn Fox Keller, a strong scepticism towards formal and mathematical proofs in early experimental and molecular biology must be acknowledged. This was a result of seeing nature as a trickster, an unpredictable 'raven' that always produced new surprises. The specific mechanisms of biological cells were a product of contingent evolutionary histories that escape prediction by formal approaches. The chapter argues that this has shifted in recent decades, mainly due to the development of genomics and the Human Genome Project. Within these new developments, formal approaches became feasible and attractive, mainly due to the different nature of data to be considered. Through an examination of the cases of systems biology, Artificial Life and synthetic biology, I argue that within these novel disciplines a different attitude towards contingency and complexity is maintained: one that neither ignores nor celebrates, but rather acknowledges complexity precisely in order to surpass it. This is what I call the postcomplex regime of articulation. By taking the case of the transformation of the question on the origins of life as exemplary, the claim is defended that these postcomplex life sciences are interested in articulating a universal biology rather than the particular, contingent 'terrestrial' biology. Life can only be understood by going beyond the particular and the messy towards the universal and the necessary. Here biology and engineering finally meet. For in this shift towards more formal and abstract approaches, an engineering angle becomes visible and feasible. To understand this process, chapter four sketches the parallel and the all-too-often-forgotten history of engineering. For engineering has a history of its own; it was not just waiting outside of history to enter the scene. Too often engineering and its history have been ignored at the cost of a focus on theory and science. This final chapter, therefore, develops two claims. First of all, engineering is understood as a specific attitude, namely one where it is not nature who is the trickster, but rather the engineers: they possess what one could call mētis, or a cunning spirit. The aim of the engineer, exemplified by Odysseus and his Trojan Horse, is that of tricking the opponent into doing things that he was not 'intended' to do. In the case of synthetic biology, this opponent is biological nature. Secondly, more recent shifts in 20th century engineering are examined, which center around the question of how to situate this mētis in a range of practices that aspire to be scientific. Since the 1970s, I argue, the notion of design has offered a promising way out: design science, although contested in content, could offer a mold in which this mētis could be shaped as a respectable scientific approach. A number of recent graduates, trained according to these new engineering curricula, became the key players in synthetic biology. As a Trojan Horse, mētis was smuggled into biology by means of the augmented status of design science. Nature as a raven-trickster, however, was mostly thrown out in this process. In the epilogue, finally, I highlight some alternative voices in biology, both in ethology and in fields more akin to synthetic biology, such as biomimicry and metagenomics. Moreover, I spell out some further consequences of the views that I develop in this thesis, mainly concerning the broader concept of technoscience and the political dimension of articulation and purification.

Se analiza el alcance de la polémica que Sloterdijk desató entre algunos intelectuales europeos tras declarar su disidencia contra el pago de impuestos a la renta, por considerar esa obligación una forma de “cleptocracia estatal". Su punto de partida es dejar de considerar que los ciudadanos deban algo al Estado, para catalogar sus contribuciones tributarias como donaciones. Los impuestos obligatorios a los más ricos debieran ser sustituidos por donaciones voluntarias concedidas solidariamente a la comunidad. La comunidad, idealmente, habría de constituirse en un organismo virtuoso autorregulado, cuyas relaciones globales puedan estar basadas en una macroeconomía filantrópico-capitalista en interacción con un generoso estado fiscal mundial. Y si es un hecho que la solidaridad crece entre los más necesitados, igualmente serían esperables muestras de liberalidad entre los más pudientes, una suerte de filantropía que se haga fuerte en la prevalencia del thymós, del orgullo primordial, genuinamente heroico y motivo de prestigio para estos dadores libres, los contribuyentes voluntarios. Y por el contrario, el egoísmo y la codicia comportaría pisco-espiritualmente un desprecio que a sí mismos se profesan los propietarios mezquinos de grandes y grandísimos patrimonios, un desprecio que, en el sentido de la doctrina platónica del thymós, es totalmente legítimo, ya que el alma de los acaudalados se ataca a sí mismo con razón cuando no encuentra la salida del círculo de la insaciabilidad.

Three classic distinctions specify that truths can be necessary versus contingent, analytic versus synthetic, and a priori versus a posteriori. The philosopher reading this article knows very well both how useful and ordinary such distinctions are in our conceptual work and that they have been subject to many and detailed debates, especially the last two. In the following pages, I do not wish to discuss how far they may be tenable. I shall assume that, if they are reasonable and non problematic in some ordinary cases, then they can be used in order to understand what kind of knowledge the maker's knowledge is. By this I mean the sort of knowledge that Alice enjoys when she holds the information (true content) that Bob's coffee is sweetened because she just put two spoons of sugar in it herself. The maker's knowledge tradition is quite important but it is not mainstream in modern and analytic epistemology and lacks grounding in terms of exactly what sort of knowledge one is talking about. My suggestion is that this grounding can be provided by a minimalist approach, based on an information-theoretical analysis. In the article, I argue that (a) we need to decouple a fourth distinction, namely informative versus uninformative, from the previous three and, in particular, from its implicit association with analytic versus synthetic and a priori versus a posteriori; (b) such a decoupling facilitates, and is facilitated by, moving from a monoagent to a multiagent approach: the distinctions qualify a proposition, a message, or some information not just in themselves but relationally, with respect to an informational agent; (c) the decoupling and the multiagent approach enable a re-mapping of currently available positions in epistemology (Classic, Innatist, Kant's and Kripke's) on these four dichotomies; (d) within such a re-mapping, two positions, capturing the nature of a witness' knowledge and of a maker's knowledge, can best be described as contingent, synthetic, a posteriori, and uninformative and as
contingent, synthetic, weakly a priori (ab anteriori), and uninformative respectively. In the conclusion, I indicate why the analysis of the maker’s knowledge has important consequences in all those cases in which the poietic (constructive) intervention on a system determines the truth of the model of that system.

It means that for the economic society, there is the mathematical structure of Eight Palaces or Eight Veins as the second physiological system of a steady multilateral system. In recent years, there has been a resurgence of interest in the American philosophy of pragmatism. The paper reviews the application of pragmatisms in five selected areas of professional practice: technology, law, politics, medical and social work, and education. Each area is examined for evidence that the ideas of pragmatism have been taken up academically in the research literature. The literature is then examined for evidence that the academic work has permeated the actions of professionals. Each of the chosen practice areas is clearly dominated by pragmatic, instrumental activities. Despite this and a good deal of discussion in the academic literature, there is only limited evidence that professionals, in so far as they exhibit pragmatist behaviour, make any explicit connection with the philosophy of pragmatism. The early pragmatists argued that pragmatic behaviour arises from man's need to solve problems quickly, using his limited understanding of the situation, in order to survive and flourish: no philosophy had been required to guide such behaviour. Today, philosophy is often consulted on questions of ethical and moral dilemmas in most practice areas, but the philosophy of pragmatism may well not feature in such discussions. Experience in operational research (OR) practice is reviewed and compared with that in the five other practice areas. From the reviews, a list of the habits and orientations is synthesized, habits and orientations that could be taken to characterize pragmatism in professional practice.
