Biomass co-firing with lignite represents an attractive solution for operating lignite-fired thermal power plants (TPP) with the dual advantage of using local renewable resources and  imultaneously reducing emissions. The subject of this study is technical and environmental investigation of the feasibility of the cofiring of Soma lignite with some dried agricultural residues in the Soma thermal power plant from the exergy analysis perspective, using THERMOFLEX simulation software. The use of biomass cofiring with poor quality coal could allow Turkey to comply with Kyoto commitments while benefiting from using indigenous fuel resources and reducing biomass waste disposal problems. Two technologies are considered; (1) direct cofiring, in which biomass is mixed with lignite in the same mill and fed into the boiler furnace and (2) parallel cofiring method, in which biomass is fired in a separate circulating fluidized bed boiler and produced steam is supplemented into the steam network of the power plant. The investigations reveal that both direct and parallel co-firing of the biomass could result in a significant decrease in fuel consumption, emissions and exergy destruction and a slight increase in the exergy efficiency of the Soma TPP. Olive waste, in particular, has a positive effect on general performance and emissions of the TPP, with fuel consumption, CO2 , SO2
and dust emissions, in direct co-firing dropping by approximately 20, 4, 19 and 18 percent, respectively, and in parallel co-firing by 26, 3, 20 and 25 percent, respectively.

In the industry, the Modulated IR laser plays an important
role for a lot of gigantic sensor modules and laser
communications between the transmitter and receiver. So far
the method discussed in this paper is about the modulated IR
laser retransmitted wave by the sensor, after sensing the type
modulation of the laser and then transmitting the same laser
again.

The performance of a photovoltaic (PV) panel is affected by its orientation and its tilt angle with the horizontal plane. This is because both of these parameters change the amount of solar energy received by the surface of the PV panel. A mathematical model was used to estimate the total solar radiation on the tilted PV surface, and to determine optimum tilt angles for a PV panel installed in Sanliurfa, Turkey. The optimum tilt angles were determined by searching for the values of angles for which the total radiation on the PV surface was maximum for the period studied. The study also investigated the effect of two-axis solar tracking on energy gain compared to a fixed PV panel. This study determined that the monthly optimum tilt angle for a PV panel changes throughout the year with its minimum value as 13° in June and maximum value as 61° in December. The results showed that the gains in the amount of solar radiation throughout the year received by the PV panel mounted at monthly optimum tilt angles with respect to seasonal optimum angles and tilt angel equal to latitude were 1.1% and 3.9%, respectively. Furthermore, daily average of 29.3% gain in total solar radiation results in an daily average of 34.6% gain in generated power with two-axis solar tracking compared to a south facing PV panel fixed at 14° tilt angle on a particular day in July in Sanliurfa, Turkey.

ABSTRACT The modern Great Basin of the interior western United States is characterized by surface winds with considerable spatial and temporal variabilities. Wind records from the second half of the 20th century for 12 Great Basin localities, analyzed with standard aeolian-sediment transport methods developed elsewhere in the world, reflect this complexity. The drift potential (DP) for aeolian deposits is generally moderate (DP 200– 400) in the western Great Basin and weak (DP b 200) in the central Great Basin where winds are
predominantly west-southwesterly. DP is relatively high (DP N 300) at the eastern edge of the Great Basin where the dominant prevailing wind direction is south-southwesterly. Both DP and resultant drift direction (RDD) are consistent with synoptic meteorological observations of the evolution of cold fronts in the Great Basin. Meteorological observations show that effective winds to produce dunes are most commonly the result of late winter–early spring cyclogenesis. There has been considerable temporal variability of DP in the latter half of the 20th century. Most of the Great Basin has experienced decreasing wind strength since 1973, consistent with recent studies of wind strength in North America and elsewhere. Dune morphology matches both localized RDD and temporal variations in DP reasonably well in the Great Basin. The results demonstrate that local topography can have an important influence on wind directionality, thus providing a cautionary note on the interpretation of dune morphology in the paleoclimatic and stratigraphic record.

Phronetic organizational research is an approach to the study of management and organizations focusing on ethics and power. It is based on a contemporary interpretation of the Aristotelian concept phronesis, usually as ‘prudence’. Phronesis is the ability to think and act in relation to values, to deliberate about ‘things that are good or bad for humans’ in the words of Aristotle (1976:1140a24–b12). Phronetic organizational research effectively provides answers to the following four value-rational questions, for specific problematics in management and organization studies: 1. Where are we going with this specific management problematic? 2. Who gains and who loses, and by which mechanisms of power? 3. Is this development desirable? 4. What, if anything, should we do about it?

This article presents results from the first statistically significant study of cost escalation in transportation infrastructure projects. Based on a sample of 258 transportation infrastructure projects worth US$90 billion and representing different project types, geographical regions, and historical periods, it is found with overwhelming statistical significance that the cost estimates used to decide whether such projects should be built are highly and systematically misleading. Underestimation cannot be explained by error and is best explained by strategic misrepresentation, that is, lying. The policy implications are clear: legislators, administrators, investors, media representatives, and members of the public who value honest numbers should not trust cost estimates and cost-benefit analyses produced by project promoters and their analysts.

Megaproject Planning and Management: Essential Readings contains the seminal articles from the growing body of research on megaproject planning and management along with an original introduction by the editor, Bent Flyvbjerg. The leading and most cited authority in the field, Flyvbjerg has used crowdsourcing and 25 years of experience to cherry-pick from several hundred articles and books the writings that define the field. It is a fascinating account of how the promoters of multi-billion dollar megaprojects systematically and self-servingly misinform parliaments, the public and the media in order to get projects approved and built. It shows, in unusual depth, how the formula for approval is an unhealthy cocktail of underestimated costs, overestimated revenues, undervalued environmental impacts and overvalued economic development effects. This results in projects that are extremely risky, but where the risk is concealed from MPs, taxpayers and investors. The authors not only explore the problems but also suggest practical solutions drawing on theory, experience and hard, scientific evidence from the several hundred projects in twenty nations and five continents that illustrate the book. Accessibly written, it will be the standard reference for students, scholars, planners, economists, auditors, politicians and interested citizens for many years to come.

The article first describes characteristics of major infrastructure projects. Second, it documents a much neglected topic in economics: that ex ante estimates of costs and benefits are often very different from actual ex post costs and benefits. For large infrastructure projects the consequences are cost overruns, benefit shortfalls, and the systematic underestimation of risks. Third, implications for cost–benefit analysis are described, including that such analysis is not to be trusted for major infrastructure projects. Fourth, the article uncovers the causes of this state of affairs in terms of perverse incentives that encourage promoters to underestimate costs and overestimate benefits in the business cases for their projects. But the projects that are made to look best on paper are the projects that amass the highest cost overruns and benefit shortfalls in reality. The article depicts this situation as ‘survival of the unfittest’. Fifth, the article sets out to explain how the problem may be solved, with a view to arriving at more efficient and more democratic projects, and avoiding the scandals that often accompany major infrastructure investments. Finally, the article identifies current trends in major infrastructure development. It is argued that a rapid increase in stimulus spending, combined with more investments in emerging economies, combined with more spending on information technology is catapulting infrastructure investment from the frying pan into the fire.

New evidence supports the idea that consciousness may be operating through an optical network system using biophotons, light “packets” emitted by living cells, a phenomenon that was first  discovered in 1923. It is quite feasible that these biophotons themselves are modulated in some fashion with information transferred from within the DNA configuration.

Solutions to the crisis of planetary extinction cannot be achieved "at the polls". The challenge goes much deeper than democratic selection of political representatives. Solutions require timely "coherent entrainment" of humanitarian agency with First Cause Intention (FCI) that can be coherently entrained and embodied during the specific time of The Celebration of Human Dignity. The time has finally come when human responsibility must be consciously harmonized (concerted) with Divine Intention. Of course, this has been the ideal of ages, but with new understanding of the quantum-field reality the impossibility of reading "God's Heart-Mind" can be achieved by maintaining electromagnetic Humanitarian Solidarity with the use of the technological media. Increasingly, the teachings of "perfection" have been understood as impossible for humans, but technological maintenance of coherent entrainment is a practical possibility leading to perfectiopn. Both FCI and responsible human agency can be addressed from quantum dimensions of electromagnetic (EM) tension that is usually rationalized and misunderstood in the human brain as God's "error". However, tension/error are requisite to "learning" and-therefore-to "evolution". It may be stipulated that the current stage of human development requires transcendence of misdirection by "brain" creativity in favor of "heartmind" imaginational creativity, and such transcendence occurs at quantum scales of technological frequency. Today, an unprecedented imaginational seeding methodology exists as the "coherent entrainment" (CE) or "frequency locking" of First Cause Purpose and human purpose which is akin to Jungian "synchronicity" as the "frequency" of "meaningful discovery". CE is the measurable EM signature of First Cause Intention which-if appreciated as heartmind frequencies-can be used to guide human agency with Communication & Information Technology (CIT).

As megaprojects have become ubiquitous, their real benefits and costs have come under increased scrutiny. We interviewed Bent Flyvbjerg, who has extensively studied megaproject development. Flyvbjerg has found systematic problems in the development process: by intentionally misrepresenting information and deliberately disregarding risks, proponents instigate projects that result in fewer benefits and higher costs than promised.

The Supplementary Green Book Guidance on Optimism Bias (HM Treasury 2003) with reference to the Review of Large Public Procurement in the UK (Mott MacDonald 2002) notes that there is a demonstrated, systematic, tendency for project appraisers to be overly optimistic and that to redress this tendency appraisers should make explicit, empirically based adjustments to the estimates of a project’s costs, benefits, and duration. HM Treasury recommends that these adjustments be based on data from past projects or similar projects elsewhere, and adjusted for the unique characteristics of the project in hand. In the absence of a more specific evidence base, HM Treasury has encouraged departments to collect data to inform future estimates of optimism, and in the meantime use the best available data. In response to this, the Department for Transport (henceforth DfT), has contracted Bent Flyvbjerg in association with COWI to undertake the consultancy assignment "Procedures for dealing with Optimism Bias in Transport Planning". The present Guidance Document is the result of this assignment.

Ocean renewable energy is an emerging resource option. In the long term, ocean renewable energy has the potential to provide a significant share of global energy needs. Currently, some of the conversion technologies for harnessing variable wave and tidal current energy resources are reaching commercial stage. Several pilot projects, having sizes upto 2 MW, are operating in various parts of the world. Also multi-MW wave and tidal current energy farms are being developed. Identification of the near- and longer-term technical potential of wave and tidal current resources that could be integrated to existing and future electricity infrastructure in a region is an important step towards developing integrated long-term energy planning for the region and relevant policy instruments to realize the potential. "Over budget, over time, over and over again" appears to be an appropriate slogan for large, complex infrastructure projects. This article explains why cost, benefits, and time forecasts for such projects are systematically over-optimistic in the planning phase. The underlying reasons for forecasting errors are grouped into three categories: delusions or honest mistakes; deceptions or strategic manipulation of information or processes; or bad luck. Delusion and deception have each been addressed in the management literature before, but here they are jointly considered for the first time. They are specifically applied to infrastructure problems in a manner that allows both academics and practitioners to understand and implement the suggested corrective procedures. The article provides a framework for analyzing the relative explanatory power of delusion and deception. It also suggests a simplified framework for analyzing the complex principal-agent relationships that are involved in the approval and construction of large infrastructure projects, which can be used to improve forecasts. Finally, the article illustrates reference class forecasting, an outside view de-biasing technique that has proven successful in overcoming both delusion and deception in private and public investment decisions.

Gasoline stations are a ubiquitous component of the modern built environment. Gasoline stations are largely included within people’s daily spatial routines given the nature of modern transportation, particularly in mobile societies like the United States, and represent a material infrastructure that underlies and facilitates daily economic activities. As such, gasoline stations are
generally relegated to the background of contemporary cultural landscapes because the action of obtaining gasoline for one’s vehicle has become such a routine and mundane activity that it is
hardly given any forethought. Yet, the changing form and function of gasoline stations (hence the term ‘‘morphology’’) along with changing technologies in transportation and transportation infrastructure has rendered many gasoline stations obsolete. Utilizing nearest neighbor analysis, this paper identifies and documents changing spatial patterns and functions of gasoline station locations throughout Virginia’s Eastern Shore by decade
and documents changing cultural and economic uses of recycled gasoline stations.

This article presents results from the first statistically significant study of traffic forecasts in transportation infrastructure projects. The sample used is the largest of its kind, covering 210 projects in 14 nations worth U.S.$59 billion. The study shows with very high statistical significance that forecasters generally do a poor job of estimating the demand for transportation infrastructure projects. For 9 out of 10 rail projects, passenger forecasts are overestimated; the average overestimation is 106%. For half of all road projects, the difference between actual and forecasted traffic is more than ±20%. The result is substantial financial risks, which are typically ignored or downplayed by planners and decision makers to the detriment of social and economic welfare. Our data also show that forecasts have not become more accurate over the 30-year period studied, despite claims to the contrary by forecasters. The causes of inaccuracy in forecasts are different for rail and road projects, with political causes playing a larger role for rail than for road. The cure is transparency, accountability, and new forecasting methods. The challenge is to change the governance structures for forecasting and project development. Our article shows how planners may help achieve this.

Biomass, integral to life, is one of the main energy sources that modern technologies could widely develop, overcoming inefficient and pollutant uses. The sugarcane bagasse is one of the more abundant biomass. Moreover, the fluctuating sugar and energy prices force the sugarcane companies to implement improved power plants. Thanks to a multiyear collaboration between University of Rome and University of Piura and Chiclayo, this paper investigates, starting from the real data of an old sugarcane plant, the energy efficiency of the plant. Furthermore, it explores possible improvements as higher temperature and pressure Rankine cycles and innovative configurations based on gasifier plus hot gas conditioning and gas turbine or molten carbonate fuel cells. Even if the process of sugar extraction from sugarcane and the relative Rankine cycles power plants are well documented in literature, this paper shows that innovative power plant configurations can increase the bagasse-based cogeneration potential. Sugarcane companies can become electricity producers, having convenience in the use of sugarcane leaves and trash (when it is feasible). The worldwide implementation of advanced power plants, answering to a market competition, will improve significantly the renewable electricity produced, reducing CO2 emissions, and increasing economic and social benefits.

Do different types of megaprojects have different cost overruns? This apparently simple question is at the heart of research at the University of Oxford aimed at understanding the characteristics of megaprojects, particularly in terms of how they are established, run and concluded. In this study, we set out to investigate cost overruns in the Olympic Games. To do so, we examined the costs of the Games over half a century, including both summer and winter Olympics. We looked at the evolution of final reported costs and compared these to the costs established in the Games bids, submitted to the International Olympic Committee (IOC) up to seven years before the Games occurred. In so doing we established the largest dataset of its kind, and documented for the first time in a consistent fashion the costs and cost overruns for the Olympic Games, from 1960 to 2012. We discovered that the Games stand out in two distinct ways compared to other megaprojects: (1) The Games overrun with 100 per cent consistency. No other type of megaproject is this consistent regarding cost overrun. Other project types are typically on budget from time to time, but not the Olympics. (2) With an average cost overrun in real terms of 179 per cent – and 324 per cent in nominal terms – overruns in the Games have historically been significantly larger than for other types of megaprojects, including infrastructure, construction, ICT, and dams. The data thus show that for a city and nation to decide to host the Olympic Games is to take on one of the most financially risky type of megaproject that exists, something that many cities and nations have learned to their peril. For the London 2012 Games, we find that: (1) With sports-related real costs currently estimated at USD14.8 billion, London is on track to become the most costly Olympics ever. (2) With a projected cost overrun of 101 per cent in real terms, overrun for London is below the historical average for the Games, but not significantly so. (3) The London cost overrun is, however, significantly higher than overruns for recent Games since 1999. London therefore is reversing a positive trend of falling cost overruns for the Games.

La luz es capaz de inducir transiciones entre los niveles de energía del átomo (es decir, cambios de energía de los electrones), mediante procesos de absorción y emisión. Desde el punto de vista cuántico, la luz se encuentra formada por partículas (fotones) cuya energía es proporcional a la frecuencia de la radiación, así pues, la absorción de luz es más eficiente cuando la energía de los fotones coincide con la diferencia entre 2 niveles de energía del átomo, resultando en un mayor número de átomos excitados en la materia. En los fotones emitidos por un LED no hay ninguna relación entre ellos, cada uno se emite sin correlación alguna y de manera espontánea, por otro lado, un láser mantiene una coherencia entre sus fotones lo que nos permite una emisión estimulada, es decir, dirigida. ABSTRACT: A methodology and methods ‘toolbox’ is proposed for conducting impact research and assessment from within research programmes. The emphasis is upon how to clarify and assess the wider impacts from the early stages onwards.

The approach explicitly acknowledges, and attempts to address, the known issues and challenges of impact assessment while drawing upon the resources and opportunities available to research managers and researchers within such programmes.

The study has two triangulating foundations. Firstly, it examines the academic literature to help identify and design the pilot methodology and methods. Secondly it trials these in a real programme to both test and improve them.

The study was conducted over one year within one leading UK research organisation, where two research programmes (and around 60 research projects of £15m total value) were being assessed for their impacts. The study draws upon actual impact management experience and reflection, prospective (ex ante) and retrospective (ex post) assessments, participatory contributions from leading researchers undergoing assessment, and consultation with external users. The findings of this study outline the pilot and its first iteration. Recommendations are made for improvement to the methodology and methods.

A subsequent follow-on bid to UK government incorporating the impacts identified from implementing this methodology, successfully led to a further £15m of government funding.

It is expected the pilot methodology and methods will be applicable to other organisations, conducting and funding such research programmes, required to research and assess the wider research impacts.

Although primary focus of implemetation trials was upon research in physical sciences, technology, high-tech engineering, computing/IT, and environment, the wider literature study, the methodology design and justification, the methods proposed and used, and the resulting general recommendations and lessons are expected to apply more broadly to many other research areas, where the impact is to be found more widely in the society, economy, government or public sector or within organizations, policies, professions or the public.

Interest in this work is expected from research programme managers, impact managers and assessors, management consultants advising in this area, and government funding managers, all seeking to embed a developing approach to understand, capture, and enhance wider impact.

For over fifty years, successive waves of critique have underscored that the apolitical character of much of Political Science research betrays the founding mission of the discipline to have science serve democracy. The Caucus for a New Political Science was originally based on such a critique, and the Perestroika movement in the discipline included a call for more problem-driven as opposed to theory- or method-driven work that would better connect Political Science research to ongoing political struggles. In recent years, movements for a public Sociology and public Anthropology as well as dissonant movements in Economics and related fields have added to the insistence that social science research was too often disconnected from the real world. Phronetic Social Science has emerged out of the ferment for change in the social sciences, starting with the much-debated book by Bent Flyvbjerg, Making Social Science Matter (Cambridge 2001). Flyvbjerg critiqued the social sciences for mimicking the natural sciences while proposing an alternative approach that focuses research on helping people address the problems they are facing in the context they are facing them. Today, Phronetic Social Science goes beyond the call for an alternative approach to social inquiry and its growing adherents are providing evidence that this alternative approach to doing research can enrich the social sciences by more effectively connecting research to efforts to address real world problems as people experience them. This essay provides a genealogy of efforts to connect Political Science to politics, a review of the major critiques of mainstream research, an explication of the rationale for more problem-driven, mixed methods research, a specification of the key principles of the phronetic approach, and examples of its application in the public realm. The essay concludes with implications for realizing a more political Political Science by way of taking a phronetic approach.
