The Conference Proceedings contained abstracts that were heard at the plenary and sectional meetings of the Scientific and Methodological Conference "Actual Problems of Ship Electrical and Radio Engineering", held on December 11-12, 2013 at the Odessa National Maritime Academy. The topics of the conference covered the following scientific and methodological directions: electrical energy saving in marine energy, technical operation of modern electrical equipment and ship management systems, general approaches to optimization of radio electronic devices and systems.

Normally, in license tests a candidate applied for license have to drive over a closed loop path like the number (8) in front of the authorities. The candidate has to drive over the path without any support over the land surface and if he fails to do he will be disqualified. For that, the authorities have to watch him/her manually. A system for watching the candidate whether he/she is eligible for getting license by using a load cell has been proposed here. The load cell changes its output when there is any pressure change over the surface. Thus the differential output from the load cell detects the candidate who fails to keep his/her foot in the vehicle while following the path. Then the differential output was processed by the micro-controller. The ultrasonic sensor is used for hand signal detection and finger print sensor is used for the number of attempts made by a person during license test and thereby automatically reject or pass status will be generated by the system. INTRODUCTION Despite continued efforts made by the different state governments in India, various international and national organizations continue to highlight the fatalities on the roads caused by inconsistent process of issuing driving licenses across India. The study conducted by the International Finance Corporation (IFC) indicates that the process of obtaining driving license in India is a distorted bureaucratic one. The independent survey conducted shows that close to 60 percent of license holders did not even have to take the driving license test and 54 percent of them were untrained to drive .The study conducted by IFC also shows that the driving license is in that category of public services that involves corruption of a direct demand and supply of bribes between citizens and bureaucrats. The study also indicates that the corruption is focused on agents that work as intermediaries between the officials and citizens. This practice of agent-usage promotes corruption and subsequently results in higher payment for licenses, reduces driving test quality and this eventually results in unskilled drivers on road .Hence the only solution for this problem is to implement an efficient, transparent and cost effective driver testing system. In the present scenario, the candidates who have applied for driving license have to appear for a theoretical examination and a practical examination. The theoretical examination evaluates the candidate knowledge on different traffic signs, traffic regulation and also the basic understanding of simple safety check before using a vehicle. Different ways are adopted for the conduct of theoretical examination. These are oral examination, question paper or computer based examination. Theoretical examination is conducted before the practical examination. A pass in the theoretical examination is a prerequisite for the practical examination. The practical examination comprises of two tests namely off-road test and on-road test.The off road test is for examining the candidate's ability in controlling the vehicle. The on-road test is conducted in light traffic on normal road. Normally, the on-road test is carried out after completing off-road test. The off-road test tracks are of three types – H, S and 8 shaped tracks. In India, the test track adopted for off-road test purpose varies from state to state.

Food intake levels, hydration, ingestion rate, and dietary choices are all factors known to impact the risk of obesity. This paper presents a novel wearable system in the form of a necklace, which aggregates data from an embedded piezoelectric sensor capable of detecting skin motion in the lower trachea during ingestion. The skin motion produces an output voltage with varying frequencies over time. As a result we propose an algorithm based on time-frequency decomposition, spectrogram analysis of piezoelectric sensor signals, to accurately distinguish between food types such as liquid and solid, hard and soft foods. The necklace transmits data to a smartphone, which performs the processing of the signals, classifies the food type, and provides visual feedback to the user to assist the user in monitoring their eating habits over time.

It is proposed in this paper the use of an Augmented Reality environment developed to support the teaching of the magnetic field of a bar-shaped magnet. It was created a prototype with software based on Augmented Reality that has been tested with students of engineering. In this environment the student can see in 3D and interact with the magnetic field of a bar-shaped magnet. In a screen of Augmented Reality there is the simultaneous presence of real and virtual objects. In this work the magnetic fields are displayed, in the virtual world, which will be around a magnet, in the real world. From the results, analysis and evaluations were done to complete the work.

Brain-computer Interfaces (BCI) is a significant
communication channel, support a handicap people from
suffering of disabilities such as amyotrophic lateral sclerosis
(ALS). A multi-pattern of visual stimulus based on Steady-state
Evoked Potential (SSVEP) is extract a particular stimulation to
continuous pragmatic brain response. In this empirical study,
which is depend on EEG signals by evoke the brain signals using
a multi-patterns stimulation. Exploit the ability of multi-pattern
flicker LEDs of visual stimuli based SSVEP foundation to extract
the EEG signal features. The human-brain revealed a capability
to distinguish between multi-patterns paradigms based on
Regular/Irregular stimulus. Analysis of Variance (ANOVA) that
utilize as preliminary result to discernment the brain response
and demonstrate activity effect in each pattern based SSVEP.
Dynamics brain waves are noisy, non-stationary and non-linear;
therefore apply Hilbert Transform (HT) to analysis and extract
the feature of stimuli responses in two agreements of phases and
amplitude on each stimulus pattern. Practically observe a
distinction differences between stimuli patterns, which are alert a
dynamics wave brain represent different activity states.
Differences of multi-patterns effects and effort of the brain
activity are significant distinguishable between each other's
which is demonstrated in our results.

H.264/AVC is an international video coding standard, jointly developed by groups from ISO/IEC and ITU-T, which aims at achieving improved compression performance. Various applications of H.264/AVC include conversational, storage, and streaming. It also includes many advanced functionalities such as interactivities, scalabilities and Error resilience. The decoder is standardized by imposing restrictions on the bit stream and syntax, and defining the process of decoding syntax elements such that every decoder conforming to the standard will produce similar output when encoded bit stream is provided as input. It uses state of art coding tools and provides enhanced coding efficiency for a wide range of applications, including video telephony, real-time video conferencing, direct-broadcast TV (television), blue-ray disc, DVB (Digital video broadcast) broadcast, streaming video and others.. The paper proposes to investigate the decoder performance on different video quality measures. In this paper, we also discuss various error resiliency schemes employed by H.264/AVC.
