RÉSUMÉ
Le présent article décrit une série de tentatives – toutes échouées – par la Société Radio-Canada (SRC) et la Canadian Broadcasting Corporation (CBC) de produire des émissions de nouvelles traduites. Sur un premier plan, il examine les raisons pour lesquelles la traduction journalistique paraît à des moments de crise comme un outil pour résoudre certaines questions identitaires au Canada, ainsi que les raisons pour lesquelles l’idée de produire des émissions de nouvelles traduites n’est pas réalisée. Sur un deuxième plan, il considère un dilemme méthodologique et épistémologique auquel les historiens doivent faire face : que faire quand les documents qu’ils cherchent ne sont pas conservés parce que les journalistes conçoivent la traduction d’une manière différente ? Cet article recommande que les historiens se tournent vers des « para-archives », ou des collections créées et conservées par des organismes non-journalistiques, qui contiennent des descriptions des documents qui n’existent plus. Ces para-archives peuvent fournir de quoi créer des récits plausibles au sujet des intérêts contradictoires qui militent contre la production d’émissions de nouvelles traduites. Elles peuvent aussi rendre plus claire la manière dont les historiens produisent les catégories qu’ils emploient pour définir leur objet d’étude.

ABSTRACT
This article describes a series of failed attempts by the Canadian Broadcasting Corporation and Société Radio Canada to present translated news. On one level, it is concerned with the impulse that prompts people during moments of crisis to suggest translated news as a solution to a problems related to Canadian identity and the reasons their suggestions to translate news programs are not acted upon. On a deeper level, it is concerned with a methodological and epistemological problem facing translation historians: what happens when the relevant documents are not preserved because journalists’ notions of translation differ from those of historians? It recommends that historians turn to “para-archives,” or collections created and preserved by non-news organizations, that contain descriptions of the documents journalists have not kept. These para-archives can provide evidence for the creation of plausible narratives about the competing interests shaping decisions not to produce translated news. They can also reveal how historians actively produce the categories they use to define their object of study.

Estos cambios se asientan en los siguientes pilares de los cuales hay 3 políticos y 3 económicos: POLÍTICOS 1. Estado ausente: Estos perdieron soberanía frente a los poderes transnacionales, las masas financieras, el proceso de acumulación y el rediseño de la economía mundial. Debido a la creciente globalización, los estados se ven incapaces de adecuar sus estructuras y quedan subordinados a seguir las reglas de juego de los inversores extranjeros. Además, esta globalización plantea nuevos desafíos y los estados deben adecuarse a ella para ser competitivos en el mercado mundial, como la regionalización de la economía como estrategia de los países para integrarse en el mercado global. 2. Aldea global, las megaciudades, política y cultura: La transformación cultural de las últimas décadas dio un giro en la actitud, comportamientos políticos e identidad de la sociedad en la que existe una dualidad de exigencia de una sociedad abierta y democrática y, por otro lado, la tendencia a fomentar el individualismo, fragmentación social, despolitización, la conquista del mercado sobre el ámbito público, la exclusión social y la apatía. Se muestra una crisis de valores. Esta sociedad fracturada por la desigualdad, la ideología individualista y anti solidaria, estandarizada por los medios, homogeneizada y culturalmente unificada constituye la aldea global. Este proceso de transformación producto del avance tecnológico de la comunicación (televisión) que promueve valores que responden a intereses, dio lugar a la crisis de representación social, en donde la política pierde credibilidad y los medios ganan poder por sobre estos, actuando como mediadores entre actores políticos y sociales. Este cambio en la cultura política social debilita la democracia por tres cuestiones: El deterioro de la educación, la televisión que manipula la información y el mundo de las imágenes que reemplaza la abstracción disminuyendo la opinión autónoma (no saber si lo que pensas es por vos mismo o te dijeron que así debías pensar). Solución: La democracia debe comprender estas debilidades y adaptarse para sobrevivir. La globalización, la fragmentación y desconexión entre el interior y las ciudades posibilitó el surgimiento me megaciudades por su importancia económica e intercambio de intereses en el mercado internacional genera asimetría en los mismos estados nacionales. Esto produce dependencia de los mismos países a sus propias ciudades de influencia y transformaciones urbanas, en la misma estética urbana, en la velocidad-existe un desfasaje entre la megaciudad y el interior-, estos niveles acelerados de desarrollo generan dichas ventajas y problemas: la violencia, inseguridad y exclusión social. Con esto Ferronato habla de la transformación del capitalismo en el sentido político, se debe a que actualmente la concentración de poder, del capitalismo, se encuentra en unos pocos, es decir las megaciudades, que dominan por sobre el resto y al mercado, por lo tanto, tienen el control de las decisiones. Cette thèse porte sur la production, l’articulation télévisuelle et la réception médiatique et populaire des dix-sept épisodes de la série Canada : A People’s History/Le Canada, une histoire populaire, présentée sur les ondes de CBC/Radio-Canada en 2000-2002. La série est analysée sous l’angle novateur de la comparaison des scénarios originaux et finaux, des interactions multiples du son, de l’image, de la trame narrative et des 900 courriels envoyés au service à l’auditoire de la CBC/Radio Canada par les téléspectateurs.

La théorie du codage/décodage (Stuart Hall) nous sert à qualifier l’économie politique du média télévisuel et celle de la réaction des téléspectateurs. Notre analyse s’inscrit au coeur du courant des « cultural studies » (Critical race theory, critical multiculturalism theory, critical gender theory, critical journalism studies) dans sa volonté d’expliquer les représentations historiques à l’aune de la structure inégalitaire de la société canadienne.

À la suite de nos analyses empiriques, nous constatons que la série est un mélange hétéroclite de nation-building passéiste et de nouveau multiculturalisme. À la confluence des représentations coloniales et postcoloniales, le récit de la série propose aux téléspectateurs une grandiose excursion dans le temps du Canada. Racontée sur le mode d’une grandiloquente narration, l’histoire fait la belle place aux paysages sauvages, aux « Great White Men », au patrimoine autochtone et à l’histoire de l’installation des migrants.

Dans les faits, ces reconstitutions historiques spectaculaires obscurcissent cependant une réalité implacable, soit que la série constitue une refondation imaginaire de l’ordre libéral canadien, une mise en récit du passé telle que l’envisagent les élites libérales actuelles du pays. Ainsi, le récit télévisuel définitif ne conteste jamais la légitimité historique de l’État fédéral. De même, dans sa reconnaissance des torts causés aux minorités ethnoculturelles, il s’aligne plus directement sur le nouveau modèle du vivre-ensemble multiculturel. Par ailleurs, la censure – à l’interne de la production – de la violence des peuples autochtones et du racisme entre groupes ethnoculturels minoritaires fixe les limites de la paix sociale de la société libérale canadienne contemporaine. En définitive, cette mise en récit télévisuelle sert l’hégémonie culturelle des élites libérales anglo-canadiennes, surtout ontariennes, à laquelle le producteur délégué Mark Starowicz, les journalistes radio-canadiens et certains historiens de l’école historiographique des limited identities participent bon gré mal gré.

Cette hégémonie culturelle n’est toutefois pas omnipotente : elle est fortement contestée, à l’intérieur même de la production tout autant que dans la société, par des historiens, des journalistes et des téléspectateurs qui s’opposent au récit proposé et à l’ordre libéral établi en vertu de leur antilibéralisme, de conceptions nationalistes francoquébécoises, d’un féminisme diffus, d’un anticolonialisme militant ou de régionalismes assumés."

This thesis focuses on the production, articulation and popular and media reception of the TV series Canada: A People’s History, which consist of 17 episodes and was broadcast by the CBC/Radio-Canada network in 2000-2002. This TV series is analyzed using a ground-breaking approach, including: comparative analysis of original and final scripts; study of sound, image and narrative interactions; and examination of 900 e-mails sent by viewers to the CBC/Radio-Canada Audience Relations department.

Stuart Hall’s encoding/decoding theory is used to qualify the political economy of the television medium and viewer’s reaction. Our analysis lies within the scope of cultural studies (Critical race theory, critical multiculturalism theory, critical gender theory, critical journalism studies) in its efforts to explain historical representations in terms of the unequal structure of Canadian society. Following our empirical analysis, we find that the series is an eclectic mix of oldfashioned nation-building and new multiculturalism. At the confluence of colonial and postcolonial representations, this TV narrative offers viewers a grand tour of Canada’s past. The story’s bombastic narration offers a unique endeavor composed of scenic landscapes, “Great White Men”, Aboriginal heritage and history of migrant settlement. In fact, these spectacular reconstructions of history obscure an implacable reality.

The series is an imaginary “refounding” of the Canadian liberal order, the transformation of the past into a narrative envisaged by today’s liberal elites. This definitive TV narrative never denies the historical legitimacy of the federal state. Similarly, by recognizing wrongs caused to ethnocultural minorities, it aligns itself more directly with new model of multicultural coexistence. Moreover, in-house censorship of indigenous peoples’ violence and racism between ethnocultural minority groups set the limits of social peace within contemporary Canadian liberal society. Ultimately, this TV transformation of the past into a narrative fits the cultural hegemony of English speaking Canadian liberal elites, mainly from Ontario; Executive producer Mark Starowicz, CBC journalists, and some historians belonging to the ‘limited identities’ historiographical school, are the participants of this hegemony, whether they were cognizant or not.

This cultural hegemony is not omnipotent: it is highly contested by production members and society at large, including historians, journalists and viewers who oppose the TV narrative as much as the liberal order by virtue of their anti-liberalism, French- Québécois nationalist conceptions, diffuse feminism, militant anti-colonialism or strong regionalism.

This research paper is divided into eight parts. In the first two paragraphs, the profile of the two types of cross-border cooperation (euroregions and working communities) is outlined. The third paragraph is dedicated to the Alps-Adriatic Working Community. In the fourth, attention is put on the Alpe-Adria’s success and dangers. In the fifth and sixth paragraphs, the Community developments through the EGTC and other perspectives are presented. The seventh paragraph is dedicated to one of today’s successful projects of the region. Finally, in the last paragraph conclusions are drawn up.

Introduction: Cone beam computed tomography (CBCT) is a new method that is able to provide
three-dimensional images in radiology and is useful for dentomaxillofacial imaging. This study
aimed to investigate the cases administrated CBCT by dentists of Kerman (2015 year).
Methods: This cross-sectional study was conducted on dentists in Kerman. The data were
gathered using standard research questionnaires containing 20 questions about the CBCT
prescription and 10-question on diagnostic value of CBCT with intraoral radiographs and other
information regarding the participants (age, sex, job, participate in the retraining of radiology,
retraining courses, radiation protection). Data was analyzed by T test, regression and SPSS 18.
Results: Among 182 participants, 107 (52.26%) were male and the rest were female with an
average age of 37.16±8.93 years. The mean score of the questions of CBCT was 75.75±3.43,
and the diagnostic value of the study was 16.17±2.15. The value of questions was statistically
significant between general practitioners and specialists (P=0.01). There was no difference between
men and women in the administration of CBCT. The difference between male and female dentists
for diagnostic value of CBCT and other X-ray was statistically significant (P=0.029). Between
continuing medical education courses, retraining radiology, radiation protection programs, CBCT
and diagnostic value with other radiological statistically significant correlation was observed.
Conclusion: The results of this study showed that knowledge of dentists in the administration of
CBCT and its diagnostic value with other X-rays was satisfactory.

The cross-border regions, which are the peripheral regions, are struggling with m troubles. They often include high unemployment, insufficiently developed infrastructure, or inadequate language skills of residents, which are barriers to exploiting the potential of such regions. One kind of remedy is the assumption of the European Union's regional policy, under which Euroregions are created. These units, constituting a form of cooperation between the regions of the European Union member states, candidate countries, and the regions of their neighbors, with the support of local and regional authorities, constitute support for the competitiveness and development of border areas. The purpose of this study is to verify how people perceive the activity and effectiveness of Euroregions, as well as to try to determine whether they think Euroregions contribute to local and regional development. In this research, an online and self-administered survey was used, with two parts: one related to Euroregions in general, and the other to a specific, selected Euroregion. Despite the fact that the Polish experience has not been as long as in other parts of Europe, the results show that the Euroregions are positively evaluated by people, and they rate them as important for development of the regions.

The success of Canada’s Little Mosque on the Prairie (CBC, 2007–2012) suggests that multicultural broadcasting policy can serve as a tool to overcome the tendency in Western media to stereotype Muslims. But close examination of the show’s genesis and production reveals that policy was one factor within a complex network of factors, including the religious beliefs of the creator and executive producers, the desire for relevance among network executives, and the need to devise strategies for funding production. In other words, policy’s effect was indirect: it did not cause the production of Little Mosque, but it did provide an impetus for the CBC to take a risk it might not otherwise have taken.

This article examines, first, news translation as a form of cultural translation, and, second, readers’ responses to this mode of journalism. In particular, it examines the series Derrière le voile... des femmes, published in May 2010 by Radio-Canada.ca, through the lens of Hans-Georg Gadamer’s discussion of the I-Thou relationship, looking first at the stories in the series and then at readers’ comments. This series explained why some Muslim women chose to wear a niqab or veil, but the comments revealed that readers were largely unwilling to see the choice as one made freely. However, the comments also revealed that readers were willing to engage in conversation, pointing to one potential value of long-form interpretive journalism.

This paper describes the research and development of an online collaborative environment for Canadian music fans. The project to set up a music wiki at CBC Radio 3 balances the need to provide an open and creative space with the desire of a public broadcaster to publish high quality user-generated content that showcases Canadian music. It is an example of the adoption of a collaborative knowledge system within the context of public
service broadcasting in the 21st century, exploring the application of social media technologies within established media organizations, and specifically within the role and
remit of Canada’s public service broadcaster. A music wiki provides a particularly relevant topic given the digital evolution of the music industry and the increasing role of the fan in a participatory culture, which scholars argue is transforming the relationship between producer and consumer. Our findings indicate that user-generated digital technologies represent one way of reimagining radio for the web. We suggest that an
innovative initiative such as a wiki can be undertaken within low-risk areas of a public broadcaster, particularly when they are in line with the strategic mandate of the organization. The funding model further minimizes the financial risk to the broadcaster, suggesting there is potential for publicly funded university partnerships to stimulate new media research and development at incumbent journalism organizations.

This article focuses on described video (DV), which makes television accessible to persons who are blind or who have low vision by providing voice-over descriptions of shows.The article highlights the lack of DV content in Canada and outlines the factors inhibiting more DV production, including policy, the commercial and organizational structure of television, and the established conventions that were developed for certain genres (e.g., documentary and drama). It uses the described version of the recent CBC mini-series, Death Comes to Town,created by the comedy troupe Kids in the Hall, to illustrate how different genres of television, such as comedy, require unconventional styles of description to convey their full cultural meaning. Finally, it argues that true accessibility and participation in national media culture for people who are blind or have low vision, as mandated in Canadian and international law, depend on adequate DV.

Este trabajo tiene como objetivo dar cuenta de los resultados parciales de una investigación realizada en torno a la noción de ciencia que poseen (con anterioridad a la cursada) y que adquieren (con posterioridad) los alumnos del Ciclo Básico Común  de  la  Universidad  de  Buenos  Aires  (Argentina)  en  su paso  por  la  materia  Introducción  al  Pensamiento  Científico(IPC).  Esto  supuso  la  construcción  de  un  tipo  de  método particular  para  que  los  estudiantes  y  las  estudiantes  pudieran rever y revisitar aquellas imágenes y representaciones lingüísticas y simbólicas adquiridas por ellos mismos de manera histórico-social. Por consiguiente, se apeló al uso de métodos mixtos de recolección de datos (lingüísticos y expresivos/icónicos) a través de  un  cuestionario  (con  preguntas  abiertas  y  cerradas)  y  de  la realización  de  un  dibujo  libre  acerca  de  lo  que  para  ellos  erala  ciencia.  De  esa  manera,  se  llegó  a  un  doble  cometido:  que los  estudiantes  pudieran  advertir  por  sí  mismos  los  resultados del  proceso  de  aprendizaje,  y  descubrir  que  los  procesos  de cambio  no  involucran  exclusivamente  ideas  ni  operaciones netamente cognitivas, ya que el carácter complejo e integrador del pensamiento opera sobre la base de estructuras diversas que responden  a  distintos  formatos  –imágenes,  ideas  lingüísticas y  no lingüísticas,  etc.–  y  naturalezas  –sensibles,  prácticas  y afectivas–.

Negara-negara Afrika segera setelah kemerdekaan harus mewarisi sistem pendidikan kolonial, yang diskriminatif dan yang menuntut penyesuaian kembali dengan tuntutan sosial dan budaya bangsa. Secara kebetulan, reformasi kurikulum di sebagian besar negara Afrika mengadopsi pendekatan berbasis konten atau pengetahuan. This article examines three radio broadcasts from the royal tour of 1939, namely those covering the departure of King George VI and Queen Elizabeth from Niagara Falls, Ontario, on their way to visit the United States on June 7, 1939. The analysis contributes to the debate about the function of “media events ” sparked by Daniel Dayan and Elihu Katz’s eponymous 1992 book. While Dayan and Katz argue that historic national televised cere-monies enhance community loyalty and integration, their critics suggest that they place too little emphasis on issues of hierarchy and power, especially the power of the media them-selves. This study concludes that by their effective use of radio to exploit the symbolism of monarchical ceremony, natural spectacle, and international portals, the Canadian Broadcasting Corporation’s announcers helped to legitimize and augment the authority of the fledgling Canadian public broadcaster.

From April 2007 to October 2014, Jian Ghomeshi was the main host of Q.  Q listeners and the Canadian public have been on an emotional rollercoaster since learning of Jian’s dismissal from the CBC.  As Jian often said in interviews, let’s take two steps back.  This presentation offers a rhetorical analysis of Jian Ghomeshi’s apologia campaign from October 24-30, 2014 (his only public comments on this topic).  Audio and visual elements are used to summarize the background and timeline.  Visuals continue throughout the presentation to explore the variety of purposes of Ghomeshi’s apologia (including, self-defence, forensic, and reaffirmation).  Audience and Personae are also explored.  Ghomeshi’s apologia is evaluated using The Theory of Image Restoration Discourse and Narrative Theory.  By focusing on Ghomeshi’s rhetoric this presentation provides the audience with an important perspective on this crisis that has not been offered in the media.
