The Hijacking of El Al Flight 426: The Advent of Air TerrorismOn 23 July 1968, The Popular Front for the Liberation of Palestine hijacked El Al flight 426 en route from Italy to Israel and diverted it to Algeria. Scholars largely agree this act marked an important milestone in modern international terrorism and especially in the advent of air terrorism. Yet to date, no one has studied in depth the events as they unfolded in different world capitals, along with their implications for national and global security and politics. Based on previously untapped archival material, this article will focus on how the hijacking of El Al flight 426 modeled a new era of plane hijackings by, for example, setting a standard that hostages of a hijacked plane could be exchanged for prisoners. It will also demonstrate how some elements of this event did not repeat themselves in future hijackings, such as the demand made by the Algerians to hold onto the Israeli plane, arguing it was an instrument of war. The inspiration for this book, initially written in 2010 as a master’s thesis to meet the requirements for my Master of Arts in Jewish Studies at Gratz College, Philadelphia, Pennsylvania, was based on our experience of living in northern Israel during the Second War with Lebanon which took place during the summer of 2006. I did not anticipate that what I wrote would enable people to grasp the Biblical roots of the continuous conflict between the sovereign State of Israel and the actions of Hamas and Hezbollah which began on October 7, 2023. The content of this book includes biographical material as well as scholarly research. In some chapters, Hebrew and Aramaic citations have been added alongside their English translations to clarify the text. Over the past two decades repeated attempts have been made to identify the next " new " form of terrorism, but all have come up short. Modern terrorism is not about the next trend, but is—and long has been—characterized by mass casualty bombers (defined as those terrorist groups that have killed 25 or more people in a bombing attack). When compared to other " new " terrorists, mass casualty bombers are more prolific than state-sponsored terrorists, more deadly than suicide terrorists, more identifiable than religious terrorists, and more plausible than CBRN terrorists. Mass casualty bombers have long presented the greatest terrorist threat to international peace and security and will likely continue to do so in the future. The truth is, I blew up the Murrah building and isn't it kind of scary that one man could reap this kind of hell? 1 In a world where airliners bring down skyscrapers and anthrax is delivered in the mail, it is important to not forget the devastating effects of conventional explosives in the hands of terrorists. Until the attacks on the World Trade Center and the Pentagon, the deadliest terrorist attacks were all bombings. In spite of the events of 11 September 2001 conventional bombings remain the most likely terrorist method of inflicting mass casualties as evidenced by the recent suicide bombings of an Israeli shopping mall. As such, this particular terrorist tactic is worthy of study as its own unique form of terrorism. Although it is impossible to discuss terrorism without recognizing the September 11 attacks, this article deals with the longer-term trend of mass casualty bombings that is likely to continue and not with the hopefully unique events of that tragic day. Over the past two decades many " new " forms of terrorism have been identified. In the 1980s it was the state-sponsored terrorist who reportedly represented an entirely new form of warfare. The state-sponsored terrorist had access to a larger, more technologically sophisticated arsenal and, therefore, was alleged to be more deadly than his " freelance " counterpart. Beginning in 1983, the suicide terrorist also became a great concern. This paper uses a unique database of aviation terrorist attacks to analyse the phenomenon of airport attacks. The evolution of aviation terrorism is described with a particular focus on airport attacks, using empirical and historical data to form a factual baseline for historical analysis and policy recommendations. The authors make a distinction between acts of unlawful interference, the all-encompassing term the International Civil Aviation Organization uses, and actual terrorist attacks against civil aviation. While statistics demonstrate that airport attacks have been perpetrated steadily since the 1970s, with no major fluctuations in recent years, they also demonstrate that airport attacks may have the potential to become more lethal than ever before.
