Why Biren Singh Stepped Down as Manipur CM?
After 21 months of political turbulence, mounting opposition, and internal dissent, N Biren Singh resigned as the Chief Minister of Manipur on Sunday. His exit was the culmination of multiple pressures, from ethnic tensions to political maneuvering within his own party.
Ethnic Conflict and Opposition Pressure
The seeds of discontent were sown in May 2023 when an ethnic conflict broke out in Manipur. Kuki-Zo leaders and 10 MLAs from the community, including seven from the BJP, blamed Singh for the unrest. Over time, calls for his resignation grew louder, not just from the opposition but also from within the ruling alliance.
Internal Dissent within BJP
Dissatisfaction among BJP MLAs from the Meitei-majority Imphal Valley became evident last year. By October 2024, several BJP legislators had approached the party’s central leadership, including the Prime Minister’s Office (PMO), seeking a leadership change. However, the BJP leadership continued to back Singh until the pressure became untenable.
The Breaking Point: Budget Session and No-Confidence Motion
As the Budget session of the Manipur Assembly approached, the dissident MLAs prepared for drastic action. The Congress was likely to move a no-confidence motion, and Singh’s own party members were ready to back it. The divide between Singh’s loyalists and dissidents deepened, with both groups camping separately by Sunday morning.
The situation escalated when Assembly Speaker Thokchom Satyabrata Singh, a critic of the CM, informed BJP president J P Nadda about the no-confidence motion. Around the same time, Rural Development Minister Yumnam Khemchand Singh warned the BJP leadership that the government would collapse if Singh was not replaced.
BJP’s Final Decision
With mounting pressure, Singh traveled to New Delhi twice in early February to meet Union Home Minister Amit Shah and BJP president Nadda. Despite initial support, a two-hour discussion on Sunday sealed his fate. The party leadership decided that he had to step down to prevent further instability.
The Larger Political Picture
Biren Singh’s leadership was increasingly seen as a liability, especially after the BJP lost both Lok Sabha seats in Manipur to the Congress last year. The Supreme Court’s inquiry into leaked audio tapes allegedly implicating Singh in the ethnic violence further weakened his position.
