5 proposed NPPF changes that will influence quality without talking specifically about design: 1️⃣ Para 11 specifically referencing Chapter 9 (sustainable transport) and Chapter 12 (well designed places). 2️⃣ Strategic planning (my fave) - you cannot design out unsustainable site selection. 3️⃣ A more sensible approach to green belt - encouraging more sustainable patterns of development rather than "leapfrogging". 4️⃣ Brownfield land within settlements "acceptable in principle" and reaffirming that density should be a mechanism to address housing need. 5️⃣ Para 98 and 112 supporting delivery of public service infrastructure and sustainable transport ➕ Bonus = retained wording on design quality and coding at Chapter 12 https://lnkd.in/euFKYU4S You can read all of my In Place articles for The Planner RTPI for free here:https://lnkd.in/ernEk4TX

New on The Planner website. "Local planning authorities are still getting used to the new BNG laws, which makes it hard to predict what they’ll require from developers to get through planning." Fresh research has revealed regional variation in the pricing of BNG units, as well as uncovering discrepancies in the availability of different types of landscape for developers to invest in. Ian Hambleton considers what the findings mean for developers. https://lnkd.in/ecTBzupr #biodiversity #BNG #townplanning #urbanplanning #nature #biodiversityunits #environment

"The integration of strategic planning into the consultation draft is the big change, and one that I believe has huge implications for quality." Our regular columnist Vicky Payne - who's also chair of the RTPI's urban design group - has composed a rapid response to the draft NPPF focusing on what it has to say about design. Digging beneath the surface, she finds plenty to be positive about. https://lnkd.in/ekwG-r6C #townplanning #urbanplanning #design #urbandesign #NPPF #planningpolicy #placemaking ##

Housing secretary Angela Rayner has set out a target to build 370,000 homes a year, with changes made to the standard method for calculating housing need to "better reflect the urgency of supply for local areas". Speaking in the House of Commons yesterday (20 July), Rayner explained that local housing targets will be mandatory, with local authorities required to use the same method to work out how many homes to build. However, “that alone is insufficient to meet our ambition”, she added. You can read more on that here: https://lnkd.in/e6KqzH8K A consultation on amending the National Planning Policy Framework (NPPF) proposes reversing the changes made to it by the previous government in December 2023 and sets out a revised standard method for calculating housing need intended to support the government’s ambition to deliver 1.5 million homes over the next five years. You can read more about that here: https://lnkd.in/eJ6YgxcE
Standard method to be changed and 370,0000 homes a year to be delivered, says Rayner

"Yes, planning is a contested space that involves a range of perspectives, ambitions and viewpoints; but does it need to be so confrontational?" In his latest column for The Planner, Craig McLaren laments the paucity of true collaboration within the planning process. But the pilot Scottish National Planning Improvement Framework, which puts an emphasis on collaboration as a measure of local authority performance, may provide a pathway to change. Have a read! https://lnkd.in/dTaegBhr #townplanning #urbanplanning #placemaking #localauthorityperformance
Are we marking time, or taking time, for collaboration?
