Great news to end the year!
Cardiff Council unanimously consented Patel Taylor's proposals to refurbish, repurpose and reuse Howells, a former department store in Cardiff City Centre which is part of the collective memory of the people of Cardiff and Wales.
The Phase 2 and 3 of the Howells development, which form part of a wider masterplan for the mixed use redevelopment of this landmark site in Cardiff City Centre, includes the Wharton Street frontage, Bethany Baptist Chapel and the public realm.
The 1930s building along Wharton Street, designed by Welsh architect Thomas Percy, will be refurbished, repurposed and extended to deliver a collection of apartments of different sizes, creating a new concept of city centre living. The four storey extension to the building references Percy Thomas' long journey towards modernity evident through the increasing abstraction of his later works. The new volume is expressed as an elemental contemporary lightweight structure forming a new attic storey to the existing classical base.
Bethany Baptist Chapel and its Sunday School, following recent facade reveal after half a century of being covered by post-war structures, will be refurbished and repurposed to deliver new commercial uses for Cardiff City Centre. The ground floor will be linked to the ground of Wharton Street creating a presence along the street.
Finally, structures of limited heritage significance in the centre of the site will be demolished to make way for a new public space in the heart of the site. The new square will be designed to reference the historical traces of the site and will deliver high quality public realm, with entrances from St Mary Street, Wharton Street and Trinity Street and a link into Cardiff Market.
This approval is the result of the collective effort of a great team including developer Thackeray Group, planning consultant Lichfields UK, heritage specialist Purcell, engineers Hydrock and a great planning team at Cardiff Council.
