About us

We are building a global research community, dedicated to helping humanity navigate the transition to a world with advanced AI. AI has the potential to be a radically transformative technology. Continued progress could bring profoundly important benefits, including major scientific advances and reductions in illness and poverty. However, this progress could also bring substantial risks. Research is urgently needed to understand the implications of advanced AI. Ultimately, we believe, positive outcomes may require the development of new global norms, policies, and institutions. Our research community is guided by our Research Agenda and Theory of Impact, drawing on Political Science, Computer Science, Economics, Law, and Philosophy. Our work aims to define and map the field of AI governance, and address the most important and neglected research questions. Our fellowships and prizes support promising early-career researchers working on AI governance. We run seminars and conferences to better connect the field of AI governance and build a thriving global research community. You can read more about our work at www.governance.ai

    Today, we’re publishing “Computing Power and the Governance of AI”. We argue that compute is a particularly promising node for AI governance. We also highlight the risks of compute governance and offer suggestions for how to mitigate them. We summarize our findings and key takeaways, while also offering our own commentary in a GovAI blog post. Find the paper and our summary in my comment below. — Compute is a key driver of AI progress. Over the past thirteen years, the amount of compute used to train notable AI systems has increased by a factor of 350 million. This has enabled the major AI advances that have recently gained global attention. Governments around the world are already targeting compute, eg, EO 14110 introduced a notification requirement for models trained with more than 1e26 operations. Moreover, the EO includes reporting requirements for large compute clusters. Policymakers could use compute to: - (1) facilitate regulatory visibility of AI, - (2) allocate resources to promote beneficial outcomes, and - (3) enforce restrictions against irresponsible or malicious AI development and usage. Compute is easier to govern than other inputs to AI. As such, compute can be used as a tool for AI governance. However, just because compute can be used as a tool to govern AI doesn’t mean that it should be used in all cases. Compute governance is a double-edged sword, with both potential benefits and the risk of negative consequences: it can support widely shared goals like safety, but it can also be used to infringe on civil liberties, perpetuate existing power structures, and entrench authoritarian regimes. Indeed, some things are better ungoverned. Compute governance is one tool among many available to policymakers and it should be wielded carefully and deliberately. We suggest excluding small-scale AI compute and non-AI compute, implementing privacy-preserving technologies, and other methods to reduce unintended harm. Lastly, we intend for this paper to provide a basis for continued research. We hope that readers will be motivated to closely engage with the paper’s arguments, take little for granted, publicly raise disagreements, and offer alternative ideas.
