Good people doing good work for the good of Africa 🌍 It has been an absolute honour to engage with the African Ministerial Conference on the Environment (AMCEN) Presidency, led by H.E. Mr. Seyoum Mekonnen, State Minister for Climate Change and Demography, Ministry of Planning and Development, Ethiopia, and his team. We discussed the importance of using data and evidence to sharpen Africa's negotiating positions. It was also a pleasure to meet Mr. Ali Mohamed, Climate Change Advisor for Kenya and Chair of the African Group of Negotiators (AGN) on Climate Change. We discussed the challenges posed by debt resulting from concessional loans for climate action in Africa. Development Initiatives has been invited to the 12th Conference on Climate Change and Development in Africa (CCDA-XII) to discuss our recent findings on the use of debt instruments for climate action in Africa, as well as our forthcoming publication on financing the climate-gender-disability nexus in Africa. Loans for #climate action are adding to #Africa's debt burden. Ahead of the 12th Climate Change and Development in Africa Conference, Martha Getachew Bekele and Alexander Miller analyse debt resulting from public concessional loans for climate #mitigation and #adaptation received by African countries, arguing that: 📑 Public, grant-based financing should be prioritised and significantly increased in line with need. 📑 The International Development Association's support for climate action should be primarily grant-based and cover as many eligible countries as possible, with a focus on low-income countries at risk of climate disaster. 📑 The attribution of fiscal effort for climate investments funded through loans needs to be reconsidered. To some degree, loans should count towards recipients' Nationally Determined Contributions under the Paris Agreement.
