Last week, Aurora Energy Research - North America published its October release of the WECC Power and Renewables report, which includes a breakdown of the West Wide Governance Pathways Initiative's approach to creating an independent market governance structure for CAISO's Western Energy Imbalance Market (WEIM) and future Extended Day-Ahead Market (EDAM). As utilities have weighed CAISO's EDAM against SPP's Markets+ offering, opposition to EDAM has centered on its California-centric governance structure. The Governor of California appoints CAISO's Board of Governors, which is legally obligated to serve the interests of Californian ratepayers. However, as balancing authorities, most notably the Bonneville Power Administration, move to commit to one day-ahead market over another and the likelihood of inefficient market seams increases, the Pathways Initiative seeks to improve the independence of CAISO's western markets. In August, a year after the Initiative’s formation, the CAISO Board of Governors approved its Step 1 proposal, elevating the Western Energy Markets Governing Body to having “primary authority” over Western markets. Now, it proposes creating an independent “regional organization” with sole authority over these markets, a change that will require a change to Californian state law. There are signs that this “Step 2” proposal is gaining traction in the state legislature; RTO Insider LLC recently reported that IBEW, which opposed previous efforts, plans to sponsor the bill in the upcoming legislative session.

⚡ What does connecting to PICASSO mean for the Dutch power system? Earlier this month, the Netherlands joined the European PICASSO platform, linking its aFRR balancing market to a wider European network. With our team at #AuroraEnergyResearch, we’ve analyzed the initial results: 🌍 Objective: PICASSO aims to unify European balancing markets, lowering the cost to keep the grid stable by integrating markets. 💡 Challenges: Concerns around price volatility—such as Italy’s earlier price spikes—have made some countries cautious. Key worries have been the lack of transparency and the unpredictability of PICASSO Cross-Border Marginal Prices (CBMP). 📉 Early Impact: Initial trends from the Dutch connection to PICASSO are promising: - In the 12 day period after the asseccion, aFRR energy prices are less extreme for both upward and downward markets. - ⬆️ For upward aFRR, activations of Dutch aFRR upward bids over €200/MWh have decreased, with those priced above €1000/MWh nearly eliminated. - ⬇️ Downward aFRR activations at negative prices have decreased by 30%. Because the aFRR down price represents a payment to Tennet, more negative bids are in fact more expensive. What does this mean for the Dutch power system? - Preliminary findings: It’s crucial to treat these results as preliminary. A more definitive assessment will require longer-term data on PICASSO’s operation. - Lower Imbalance Costs: Reduced aFRR prices could lower traditionally high imbalance costs for renewables in the Netherlands. - Impact on Battery Revenues: Narrower spreads in balancing markets may impact revenue opportunities for battery projects. 🔍 Interested in learning more?
