The Cabinet Office has announced a revised date for the implementation of the Procurement Act 2023 (PA23). Originally set to be implemented by 28th October 2024, the new implementation date will be 24 February 2025, a four-month delay. The Cabinet Office has indicated that this extension allows for the development of a new National Procurement Policy Statement (NPPS), to align with the new Government's strategic objectives for public procurement. This will supersede the previous NPPS, published by the previous government in May. Whether this means that some of the measures within PA23 will themselves be revised ahead of the new go-live date is not yet fully clear. The Government Commercial Function has said the new NPPS will “create a mission-led procurement regime” which “meets the challenge of applying the full potential of public procurement to deliver value for money, economic growth, and social value”. APMP UK’s Procurement Focus Group is running a survey to assess member readiness for the new Act, and to capture broader views on its implementation. If you haven’t responded to this yet, please take a few moments to do so (that’s literally all it takes). Your input will help APMP’s ongoing work in this area, especially considering the additional NPPS. You can access the survey here: https://lnkd.in/emxR9R33 Jim Carley, who leads APMP UK’s Procurement Group, said: “A PA23 delay had been anticipated, not just in terms of the complexity of mobilising the new requirements, but also as a knock-on effect of the summer general election and a wholesale change of ministerial teams across Whitehall. Whilst the announcement will be a welcome pause for breath for some, it will add further uncertainty to public procurements already slated to commence over the coming months. Our group will continue to keep members in the loop as the policy rolls out.” Results and analysis from the APMP Procurement Group’s survey will be presented at The Big One this coming November. #ProudToBeAPMP #ProcurementAct If you have more specific points or questions you wish to raise, please contact [email protected]

𝗜𝘀 𝘁𝗵𝗲𝗿𝗲 𝗮 𝗱𝗲𝗹𝗮𝘆 𝘁𝗼 𝘁𝗵𝗲 𝗣𝗿𝗼𝗰𝘂𝗿𝗲𝗺𝗲𝗻𝘁 𝗔𝗰𝘁? We all love Government procurement so much that we are excited that the Procurement Act 2023 could be the Valentines we’ve been looking for! ❤️ We’ve nothing confirmed from a formal source yet, but we’ve heard rumblings that the Act could be delayed from October 2024 to February 2025. The Cabinet Office have assured us that all stakeholders should continue to work towards a go-live date of 28th October 2024. If there is any change to go-live date it will be formally announced. We’ll keep an eye out for any changes in comms, and maybe even start a sweepstake! #Procurement #ProcurementAct #pa23
