Foreign Policy analyzed the possibilities of the United States in financing arms purchases for Ukraine and the role of the Defense Procurement Agency in this process. The publication believes that the creation of the Defense Procurement Agency is the change that will ensure transparent contracting of weapons directly with manufacturers. At the same time, the reform-oriented management of the Defense Procurement Agency excludes intermediaries from the arms supply chain in favor of direct contracts. One of the signs of the success of this process is the constant resistance from intermediaries. With the support of allies, the Ministry of Defense has formed a supervisory board for the Defense Procurement Agency, which includes reputable independent experts to oversee procurement. This will help maintain high standards in arms procurement, make the process even more efficient, and ensure the Agency’s independence. It is important to note that the United States would not be the first government to finance the purchase of Ukrainian arms. For example, Denmark is financing contracts between Ukraine and defense manufacturers. Our countries have developed a transparent financial control mechanism, which includes production visits, delivery verification, and audit processes. 🇺🇦🇺🇸 The delegation of the Defense Procurement Agency took part in a meeting with U.S.-Ukraine Business Council (USUBC) members in Washington, DC The meeting focused on the key priorities in arms procurement, opportunities to deepen cooperation between the Defense Procurement Agency and American companies, and the necessary steps to conclude direct contracts with representatives of the US defense industry. The meeting was attended by about 20 organizations and companies, including U.S. Department of State, L3Harris Technologies, Lockheed Martin, BAE Systems and others. Director of the Defense Procurement Agency of the Ministry of Defense of Ukraine Maryna Bezrukova takes part in the international arms exhibition AUSA-2024. An annual event organized by the Association of the United States Army - AUSA of the United States Army, AUSA National is the largest international platform that brings together representatives of public and private defense corporations from over 80 countries. It features a high-level presence of the USA and allied military leadership, discussions and exchange of experience. Our key goal is to establish long-term cooperation with the world's leading arms manufacturers and to attract the support of international partners for the procurement of weapons and military equipment from Ukrainian manufacturers. We are grateful to our colleagues from Denmark for their leadership in this area. And also to the Ambassador of Ukraine to the United States Oksana Markarova for very fruitful meetings and advocacy efforts in support of Ukraine.

The contract signing ceremony was attended by French Ambassador to Ukraine Gael Weyssiere, KNDS Vice President for Europe and the Americas Alexandre Penley and Director of the Defense Procurement Agency Maryna Bezrukova. «The Defense Procurement Agency continues to implement the Ministry of Defene's policy of concluding direct contracts with the world's leading arms manufacturers. I am convinced that the agreement with KNDS France for the purchase of CAESAR, which has already demonstrated its effectiveness on the battlefield, will strengthen the capabilities of the Armed Forces of Ukraine», said Maryna Bezrukova, Director of the Defense Procurement Agency. KNDS (formerly KMW+Nexter) is a French-German defense company specializing in the manufacture of artillery systems, tanks and NATO-caliber ammunition. The company has recently opened a representative office in Ukraine. «We are sincerely pleased to sign the contract after the opening of the KNDS office in Ukraine, as well as to cooperate with the Defense Procurement Agency, which ensures the most clear and coordinated cooperation with partners. 🇺🇦🇮🇹 Strengthened our international defense cooperation by signing a Memorandum of understanding and cooperation with the Italian Agenzia Industrie Difesa The Memorandum is intended to strengthen cooperation between Ukraine and Italy in the defense sector. In particular, the areas of cooperation include assistance in the conclusion and execution of long-term contracts for arms procurement. «Strengthening cooperation with international partners in the defense sector is one of our priorities. And I am sure that cooperation with the Italian Defense Industry Agency will strengthen Ukraine's defense potential and help us sign new contracts with arms manufacturers to meet the operational needs of the Armed Forces of Ukraine», said Maryna Bezrukova, Director of the Defense Procurement Agency. The Republic of Italy is one of the most active providers of security assistance to Ukraine. Eight packages of security assistance to Ukraine have already been approved, totalling more than €2.5 billion. They are now being implemented. «The Memorandum signed between Italian Defense Industry Agency and the Defense Procurement Agency of the Ministry of Defense of Ukraine is the first step in building a long-term and fruitful cooperation for the benefit of our countries», said Fiammetta Salmoni, Director of Italy’s Defense Industry Agency. The signing of the Memorandum is an important continuation of cooperation against the backdrop of an active dialogue between Ukraine and Italy.

Direktør Gro Jære deltok denne uka på Forsvarskonferansen i Trøndelag, hvor hun holdt innlegg om Norden i NATO, og hvordan industrien, både i Trøndelag og i resten av Norge og Norden for øvrig kan bidra til å levere på den nye langtidsplanen, og slik bidra til å bygge vår felles forsvarsevne. Torsdag var temaet videre reformering av ukrainske forsvarsanskaffelser. Jære møtte da Maryna Bezrukova, direktør for ukrainske Defence Procurement Agency (DPA). Forsvarsmateriell (FMA) har i halvannet år støttet etableringen og oppbyggingen av den ukrainske etaten. Den er organisert etter modell fra Forsvarsmateriell, teller nå nesten 300 ansatte og rår over et investeringsbudsjett på om lag åtte milliarder dollar. I likhet med FMA opplever også DPA endringene i markedssituasjonen og hvordan industrien øker prisene. – Men hos oss måler vi ikke kostnader i penger, men hvor mye ammunisjon vi klarer å anskaffe, og forsinkelse måles ikke i antall dager, men i liv tapt ved fronten, sier Maryna Bezrukova. What does the Defense Procurement Agency buy for the Armed Forces of Ukraine? Since 2024, under the new procurement architecture, the Ministry of Defense of Ukraine no longer conducts procurement directly. Two specialized agencies — the Defense Procurement Agency and the State Operator for Non-Lethal Acquisition — have taken on these responsibilities. This is a long-awaited reform because when the procuring entity both defines the procurement's subject and conducts the procedure itself, it inevitably creates a conflict of interest. Now, in accordance with NATO standards, the Ministry of Defense focuses on policymaking and quality control. Meanwhile, the State Operator for Non-Lethal Acquisition manages all centralized procurement for the Armed Forces' logistics (such as food, fuel, uniforms, helmets, body armor, etc.), while the Defense Procurement Agency handles the acquisition of weapons, ammunition, and military equipment. We procure: ▪️ artillery and mortar ammunition; ▪️ artillery systems; ▪️ mortars and machine guns; ▪️ drones; ▪️ electronic warfare equipment; ▪️ armored and specialized vehicles; ▪️ pickups and vans for the military; ▪️ small arms, ammunition, grenades; ▪️ and much more. All of this is aimed at enhancing the capabilities of the Armed Forces of Ukraine on the battlefield and providing our military with high-quality weaponry.

Excellent opportunity for UAV manufacturers from Ukraine and partner countries! Great Britain and Latvia, which lead the Drone Coalition, announced a tender for the supply of FPV drones to Ukraine. This program is designed to provide the Armed Forces of Ukraine with drones on an industrial scale and at an affordable price. Companies from all countries in the Contact Group on Defense of Ukraine ("Ramstein" format) can participate in the selection. Therefore, UAV manufacturers from Ukraine will be able to participate in the selection. The deadline for submitting proposals is June 28, 2024. Supporting Our Armed Forces with vital Drone Purchases. We are proud to announce the continuation of our efforts to equip the Armed Forces of Ukraine with essential drones. We have finalized contracts for the purchase of an additional 4,200 DJI Mavic 3E drones with extra equipment. This brings our total for 2024 to 8,200 DJI Mavic drones, including 7,200 Mavic 3E and 1,000 Mavic 3T sets. The total value of these contracts amounts to UAH 1.1 billion. Thanks to the efficiency of the Prozorro system, we saved UAH 65 million compared to the expected costs. "This allows us to procure and deliver even more critically important drones to the front lines," said Maryna Bezrukova, Director of the Defense Procurement Agency.
