國家科學及技術委員會(簡稱國科會)是中華民國有關科學及技術發展的最高主管機關,隸屬於行政院。負責推動及協調國家科技發展、支援學術研究、發展科學園區、管理行政院國家科學技術發展基金;以及技術審查各部會科技計畫可行度,提供必要改善建議。前身為1959年成立的國家長期發展科學委員會,1967年更名為行政院國家科學委員會,2014年3月3日改制為科技部,2022年7月27日再改制為委員會並使用現名。

    🎉【台灣升格為歐洲分子生物聯盟準會員】 國家科學及技術委員會與中央研究院聯手推動台灣與歐洲分子生物領域的合作,自2012年與歐洲分子生物聯盟(The European Molecular Biology Conference, EMBC)及歐洲分子生物組織(The European Molecular Biology Organization, EMBO)簽訂學術合作協議,為台灣科學家創造與國際交流的機會。 今(2024)年在EMBO 主席Dr. Fiona Watt的支持下, EMBC大會同意台灣由「合作夥伴 ( Co-operation Partner)」升級為「準會員(Associate Member)」,開啟了台灣與歐洲科學家互動的新里程。 EMBC成立於1969年,由31個會員國組成,是分子生物領域的重要國際合作平台,積極促進與全球科學界的互動。EMBO則成立於1964年,由全球頂尖的生命科學家組成,致力於為科學家提供交流與專業培訓的機會,推動生命科學的進步與創新。 此次由國科會與中研院共同提出升級申請,並於2024年7月的EMBC會員國大會上獲得通過。作為「準會員」,台灣將首次以觀察員身分參加EMBC的政府間大會,台灣科學家此後將可申請EMBO的各項獎助經費,進一步參與國際。

    【Breakthrough 4D Sensing Technology Accelerates Next-Generation Communication Integration Applications】 The next-generation communication industry has been recognized as one of the five trustworthy industries promoted by the new Taiwanese government. A global priority within this industry is the development of standards for Joint Communication and Sensing (JCAS) in 6G and WiFi systems, which hold significant potential for killer applications. Supported by the National Science and Technology Council's "Key Technology R&D Project for Next-Generation Communication Systems," a distinguished research team has made remarkable strides in this field.   Led by Chair Professor Tzyy-Sheng Jason Horng from the Department of Electrical Engineering at National Sun Yat-sen University, along with Dean Shawn Shuo-Hung Hsu from the College of Electrical Engineering and Computer Science at National Tsing Hua University, Professor Zuo-Min Tsai from the Department of Electrical Engineering at National Yang Ming Chiao Tung University, and Director Da-Chiang Chang from the Taiwan Semiconductor Research Institute of the National Applied Research Laboratories, the team has successfully developed Multiple Input Multiple Output (MIMO) 4D sensing technology. This breakthrough was made possible using advanced facilities at the 6G Communication and Sensing Research Center at National Sun Yat-sen University. The innovative technology integrates seamlessly with modern MIMO communication systems, enabling a wide range of wireless sensing services accessible anytime and anywhere. By enhancing convenience, safety, and health in daily life, this breakthrough moves us closer to realizing the vision of active well-being. During this press conference on academic achievements, three key technical highlights were presented: 1. Develop a MIMO transceiver chip for 6G terahertz frequencies that effectively addresses inefficiency and high power consumption challenges. 2. Implement an innovative self-injection locking mechanism to transform the extremely low-frequency Doppler shift into wideband modulation by injecting the target echo signal into the transmission signal source, significantly enhancing sensing sensitivity. 3. 4D sensing technology is expected to be widely used in areas such as the Internet of Medical Things, the Internet of Vehicles, and smart home applications.   The research team’s 4D sensing technology utilizes MIMO beamforming to capture four-dimensional data, including target range, azimuth angle, elevation angle, and Doppler velocity. When combined with MIMO communication and AI, it enables smart Internet of Things (IoT) applications that fuse communication, sensing, and computing. Currently, the team is collaborating with industry partners to develop products such as non-contact patient monitors, autonomous vehicle 4D imaging radars, in-car child presence detectors, driver fatigue sensors, and home elderly fall detection alarms.

    🏆【NSTC Announces the Winners of IC Taiwan Grand Challenge, 6 Startups are Expected to Drive the Development of Industrial Innovation】 The first batch of winners from the IC Taiwan Grand Challenge, hosted by the National Science and Technology Council (NSTC), has been revealed. The selected startups include Quinas Technology (UK) with III-V compound semiconductor technology. Newsight Imaging (Israel) with cutting-edge image sensor chips, GalaVerse (USA) with high-efficiency remote processing sensing chips, Ranictek (Taiwan) with advanced high-performance transmission chips, Polaris Electro-Optics (USA) with groundbreaking silicon photonics solutions, and Voltraware Semiconductor (Taiwan) with mid-range wireless charging technology. These innovations, showcased at the Taiwan Innotech Expo (TIE), are geared to accelerate breakthroughs in communication, autonomous driving, industrial automation, and robotics across Taiwan's industrial landscape.   📢Second Batch of IC Taiwan Grand Challenge Now Open The second batch of the IC Taiwan Grand Challenge kicked off on September 4 and is open for submissions until January 31, 2025. Startups, both domestic and international, are encouraged to apply. Winning teams will not only receive a landing grant of USD 30,000 from the NSTC but will also have opportunities to collaborate with Taiwanese manufacturers and businesses to explore new markets. In addition, they will gain access to mentoring from senior semiconductor industry experts, professional venture capital guidance, and potential equity-based funding. The NSTC remains committed to leveraging Taiwan's semiconductor industry ecosystem, using this competition to foster the global development of innovative IC applications, driving industrial transformation, and promoting integration into international markets.     The 23rd meeting of the steering committee for science cooperation between Taiwan, Latvia and Lithuania was held on 8 October, 2024.   The official Taiwan-Latvia-Lithuania research partnership dates back to year of 2000 when the NSTC, the Ministry of Education and Science (MoES) of Latvia and the Ministry of Education, Science and Sport (MoESS) of Lithuania signed the “Guidelines for the Programmes of Mutual Funds of the Co-operation between the 3 parties”. Under this framework, we have already funded more than 70 trilateral (TW-LV-LT) research projects.   This year marks the 23rd year of our collaboration. Thanks to this close partnership, we can meet every year alternatively in Taiwan, Latvia and Lithuania. Through this annual precious occasion, we jointly review the implementation of the funded ongoing research projects, select new projects to be funded for the coming years, and share our respective developments of R&D in our countries.

    臺灣3大科學園區 2024 年上半年營收成長19.67%   中華民國國家科學及技術委員會吳誠文主委今天主持3大科學園區「2024年上半年營運記者會」時,以「今天有好消息跟大家說」作為開場。   受惠於AI熱潮及國際半導體供應鏈庫存調整告一段落,園區上半年營業額創新高,達2兆1,590億元,較2023年同期成長19.67%;總貿易額達2兆5,930億元,較2023年同期成長30.35%,其中出口額1兆6,102億元,較2023年同期成長45.23%,亦創新高。   園區產業跟隨2024年上半年全球景氣維持擴張的腳步,走出循環低谷,AI等新興科技需求帶動,加上先進半導體製程加持及新興電子產品表現亮眼。其中竹科較2023年同期成長10.46%;中科成長7.54%;南科成長36.98%。   參酌園區2024年上半年營運趨勢、各大研究機構預測2024年經濟成長率,預估2024年科學園區全年營業額將可穩健成長。   詳細新聞資料 https://gov.tw/oLJ
