Through NYPA’s Community Solar program, use your real estate to generate new revenue - while helping make New York State greener.

NYPA can help you make the most of your real estate with solar power. Community solar can allow you to generate solar power on-site for your needs, and additional power to sell to the neighboring community. We’ll help you figure out if community solar is the best option to meet your needs.

NYPA acts as a true partner – we know this complex process inside and out, and will help you balance clean energy development with opportunities to boost your own revenue by selling power back to your solar developer. As a state agency, our commitment to transparency and honesty is second to none, and our advisors put your best interests at the forefront every step of the way.

No two solar projects are the same, and NYPA is ready to build a plan that meets your needs and budget. We match you with the right partner and developer, then lead the lease negotiation on your behalf, and manage the procurement process. Once complete, you get clean energy, and the solar installation at your site also generates new, incremental revenue in the form of lease payments and subscriberships.

If you are a developer, we can match you to large-scale offtakers.

Case Study
With NYPA’s Community Solar program, JFK International Airport provided the community with clean energy at reduced rates.

JFK International Airport is one of the largest and busiest in the world. The Port Authority teamed up with NYPA to design and implement one of New York's largest solar + storage projects, with 13 MW of solar generation and 7.5 MW of on-site battery storage.

JFK will benefit from clean solar energy, and through SunPower, will provide excess power to the local community grid – resulting in cheaper energy for the airport, a resilient infrastructure, and a lower carbon footprint for its neighbors.

The Result: Once completed, the project will eliminate almost 6,700 tons of annual CO2 emissions – the equivalent of taking almost 1,500 cars off the road each year.

FAQs & Eligibility

Am I eligible for Community Solar?

Local governments, state agencies, businesses, and not-for-profits such as hospitals and universities are all eligible to site community solar on their properties.  We work with you to understand your needs and goals. We can help determine if it makes financial sense for you to build out on-site solar for your own use, or to develop this as a community solar project to derive revenue from lease payments. Our expert team of advisors can work with you to understand your goals, look at the feasibility of your site, develop cost-benefit analyses, and answer your questions to tell you if solar is right for you.

What is community solar?

Community solar is for customers who seek to generate revenue by leasing large parcels of real estate to a solar developer. With community solar, customers lease their land to developers who then install and maintain the solar panels. The customer can use up to 40% of this solar power, and the developer sells the remaining power to the local community.

NYPA provides end-to-end service including impartial advice about whether community solar is the right solution for you. We then identify the right developer for your project, and lead you through the financing and other decisions.

How is community solar different from on-site solar?

Community solar is sited on a large parcel of land or large roof, and the community solar customer will receive lease payments from a developer in exchange for development of solar on the customer’s property. With community solar, the expectation is that the customer will only use some of the solar generated. On-site solar is for those that wish to generate solar energy mostly for their own use.

  • With community solar, the customer leases their property to a developer, who owns the solar asset. The customer can purchase up to 40% of the energy they generate, and the developer sells 60% or more of the energy to other users. The customer hosting the installation receives a lease payment from the developer for the lifetime of the asset.
  • With on-site solar, the customer installs the solar panels and places the battery for their own use. They might own or lease the solar asset, depending on their goals.
NYPA can help you understand which option is right for you.
How much does it cost? How does the financing work?

With community solar, the developer covers the cost of the installation and the customer only pays for the energy that is used. The customer is only required to pay NYPA if NYPA performs a detailed analysis and the customer chooses not to proceed.

Who are the developers that you work with?

NYPA has a stable of over 40 solar developers that are qualified to work in New York State.

How do I get started?

We meet with you to understand your goals. We then evaluate the shade/light levels and opportunities for placement of solar panels. NYPA also reviews macro factors such as energy prices, available incentives, and the likelihood for interconnection approval. If a site is not a good fit because of structural issues, economics, or location, we will let you know.

Each community solar project is unique, and NYPA provides objective analysis and advice to help you understand if you can achieve your goals with solar.

If the site is determined to be a good option for community solar, we will develop an Authorization to Proceed (ATP) and upon your approval, NYPA will then create a detailed economic assessment and design.
