These developments have been embraced by policy makers, as they expect that real-time information may reduce traffic searching for a parking place, which sometimes accounts for as much as 30% of all traffic in a city center. Till today, these expectations have not been subjected to rigorous analyses. This PhD thesis shows, using a detailed parking simulation model, that the benefits to society of parking information are likely to be limited. The reduction in search time for drivers with access to information comes at a cost for drivers without access to the information technology. The net effect on search time is close to zero. Hence, information on on-street parking places is unlikely to have the expected positive benefits on noise and air pollution. Local authorities should be careful before committing to invest local funds...

Using an agent-based simulation model, performance is compared between a bottom-up vehicle-to-vehicle communication strategy and a strategy that combines parking sensors and vehicle-to-vehicle communication. In the latter approach onstreet parking places are all equipped with sensors capable of disseminating their status. The results show that search time is decreased for informed 'smart' cars, especially under spatially heterogeneous conditions, for the sensor-based strategy. Furthermore, for the case of the sensor-based strategy, the results point out that smart cars outperform regular cars in terms of walking distance under all circumstances. The positive impacts for the vehicle-to-vehicle strategy are limited to walking distance improvements only.

Such a system provides drivers looking for on-street parking with information on available parking places, thereby possibly reducing the need to cruise for parking. The authors apply an agent-based model to study the impacts of such a reservation system in detail, for a range of situations. The results of the simulations show that users of a reservation system benefit in terms of reduced search time and reduced walking distance under all simulated circumstances. Furthermore, users of the reservation system have a substantially higher chance of finding a vacant parking spot within 10 minutes search time than regular cars. However, societal benefits are not as clear-cut. The benefit in search time for the users of the system comes at a cost for the regular drivers, which see a nearly identical increase in search time. The biggest advantage of the use of agent-based models over other modeling methods is the ability to simulate the interactions between individuals in detail and, hence, to study the emergent effects that may arise from these interactions. Because of the dynamics between individuals, the formalization of behavior in an agent-based system is important. Surprisingly, this is often done in an ad-hoc way, partly due to a lack of agreed-upon frameworks. This contrasts highly with the formalization of human behavior in traditional modeling theories, such as rational choice theory and theories of bounded rationality. Ad-hoc modeling limits the comparability and transparency of agent-based applications and reduces the possibilities to apply frameworks developed for particular purposes in other work.
