The Queenstown Lakes District Council will shortly be notifying a variation to its proposed district plan, to introduce landscape schedules for one Outstanding Natural Feature (ONF) and 12 Rural Character Landscapes (RCL) in the Upper Clutha area. While this was planned to occur on 18 July 2024, an error in the mapping means notification has been delayed and the feedback period reopened. These landscape schedules include descriptions of landscape values and capacity for particular areas, and will be used to assist in evaluating the appropriateness or otherwise of future resource consent and plan change applications. Important changes effective, 1 July 2024, may affect you as a seller or buyer of a residential property. New debt to income (DTI) rules limit how much a buyer can borrow from a bank to purchase a property, compared to their income. When completing your financial due diligence ahead of purchasing a property, it is important to determine your lending capacity as these new rules may directly influence your ability to purchase property. The bright-line property rule is also changing. Under the new rule, properties sold on or after 1 July 2024 will only have to pay tax on any profit made if they are sold within the first two years of ownership, rather than the previous five and ten year periods.
