Not quite sure where to start with this article and the issues it raises... Assuming the site is the one in the background of the photo, it may be vacant of buildings, but it's clearly not grass. And being in Titirangi its likely to be SEA. Surely some due diligence was undertaken, and he had an idea that this would impact development? When he applied for resource consent, did he not know about these issues? if he thought lizard management wasn't needed, why didn't he object to the conditions at the time? Did he have a specialist assisting him with the resource consent? Maybe not, and that's why he didn't understand what he was agreeing to. And why does he think he could get approvals to do this specialist ecology work himself with no experience or qualifications? I bet our ecology colleagues have lots of thoughts on this!
