Nick and the INZ team will present a brief recap of the year, highlighting key achievements for both INZ and the new Government, before discussing what’s on the horizon for the year ahead. Welcome to the October 2024 issue of InfraRead. The Government shows no signs of slowing down the pace by which it is tackling legislative and system issues that impact New Zealand’s infrastructure delivery, with a number of significant announcements over the last month or so. In my column I have a look at the effect on infrastructure of the proposed streamlining of the Overseas Investment Act and New Zealand First’s idea for a ‘Future Fund’. I also preview our upcoming Senior Infrastructure Leaders’ Retreat. Michelle considers the Fast-track Approvals Bill in the broader context of resource management reform and John Law from the MetService explains how the severity of weather events are often dictated by where their impact is felt. This is really useful context for understanding why different events in different places raise different alert levels and warnings. We provide an update on our advocacy and engagement work since Building Nations, including around RMA reform and the Fast-track Bill, the Public Works Act Review, consultation on tolling for Te Ahu a Turanga: Manawatū Tararua Highway and the upcoming workshops with the Infrastructure Commission – Te Waihanga on the National Infrastructure Plan. The ‘News’ section sets out the recommendations of the Ministerial Inquiry into School Property as well as the Finance and Expenditure Select Committee’s Inquiry into Climate Adaptation. The Government’s plans to reform our emergency management system and the Infrastructure Commission’s new report, Paying it forward: Understanding our long-term infrastructure needs are also explained. Thanks as well to Laura Goodman (Chair of TIC Canterbury) and Alisha Baddock (Chair of WIN Canterbury) for an update on their networks’ activities. The ’Notable Announcements’ section profiles the Residential Development Underwrite, the Government Policy Statement on Electricity, the road improvement investment package, reforms to the building consent system, Public Works Act Review, report back of the Fast-track Bill, the Overseas Investment Act proposals and New Zealand’s predictably poor performance in the latest Ipsos Global Infrastructure Index. Finally, there are a number of ongoing public consultations, with the submission periods closing on the work health and safety regulatory system feedback process and Government procurement business survey 2024 within the next few days. INZ Chief Executive Nick Leggett has recently been interviewed by IPWEA about the role of infrastructure as the key to helping New Zealand become the nation it wants to be. In the article, he acknowledges that while New Zealand is having an “infrastructure moment” with a widespread public understanding of the need to invest in new infrastructure and plan for the future, this momentum could be lost unless New Zealand embraces bi-partisanship on project planning, and also considers new approaches to investment and funding. While many might initially advocate for Aotearoa to simply spend more, Nick suggests that we also have to have a better understanding of what we are building, and also utilise the private sector better than we have done in the past. There are real opportunities for the private sector to be involved not just in the financing of infrastructure, but in its procurement, design and management over time to drive improvements to infrastructure delivery. Infrastructure New Zealand is pleased to partner with the New Zealand Infrastructure Commission | Te Waihanga to deliver a series of stakeholder engagement workshops focused on the development of the National Infrastructure Plan. These sessions will provide an opportunity to discuss the Plan and for the Commission to gather valuable feedback from key stakeholders. Dates for these workshops are as below. There will be two sessions at each location, excluding Wellington. Each afternoon session will be jointly hosted by Infrastructure New Zealand and the New Zealand Infrastructure Commission, Te Waihanga and will run from 1:00pm - 4:00pm. Hastings: 6 November Christchurch: 12 November Wellington: 14 November Auckland: 19 November We warmly invite INZ members to join us for these afternoon sessions. To confirm your attendance, please register via your member portal at least one week prior to the event date. About the National Infrastructure Plan Why is the New Zealand Infrastructure Commission | Te Waihanga developing a National Infrastructure Plan? We know that we need to make some big decisions about getting the infrastructure we need in the right places, at the right time – and in a way that’s affordable. To do that we need to develop a shared, long-term view of our infrastructure expectations and priorities. That’s why the Commission is developing a National Infrastructure Plan that will address three key questions: What’s needed and what should we be spending over the next 30 years? What’s our planned investment over the next 10 years? What’s the gap between the long-term infrastructure need and planned investment and how do we address that gap? The Minister for Infrastructure has asked the Commission to lead this work, but they will be working across the sector and with the public to ensure the Plan is enduring. These sessions are a way for the Commission to test some of its early thinking and seek feedback. A draft of the Plan will go out for public consultation in mid-2025. The final Plan will be delivered to the Minister for Infrastructure in 2025, and the Government will then respond. Have any questions? With the Government having released its final quarterly action plan for 2024, our CE Nick Leggett talked to Heather du Plessis-Allan on Newstalk ZB's Mike Hosking's Breakfast Show about its focus on infrastructure. With both our infrastructure planning and delivery system requiring work and a need to get projects into the market "the Government has got to walk and chew gum at the same time." Nick and Heather also briefly discussed some of the issues behind the troubled Dunedin Hospital project, including problems with the project's structure right from the start. Last week, the Women’s Infrastructure Network – Northland Chapter, in partnership with Infrastructure New Zealand, presented on climate resilience and the recent state highway recovery response in Northland. The discussion focused on four major packages of work throughout the Northland State Highway network – Mangamuka, Brynderwyn Hills, Central Northland Recovery and North Auckland Recovery. Together these packages total nearly $280m of recovery work, with a focus on restoring connectivity to the region. The panellists, Hendrik Postma (Senior Project Manager – Complex at NZTA), Lucas Nikkel (Director at Stellar Projects) and Kat McMullen (Team Leader Civil Infrastructure at WSP Whangarei) spoke around the impacts, issues and learnings from the recovery response and the importance of involving local communities and companies throughout the process. The conversation was facilitated by Michelle McCormick, Infrastructure New Zealand's Policy Director. Yesterday the New Zealand Infrastructure Commission, Te Waihanga released their report Paying it forward: Understanding our long-term infrastructure needs This is a very valuable report to help New Zealand consider what our future infrastructure needs may be, what we may be willing to invest in meeting those needs and how we go about doing that. Our Chief Executive Nick Leggett was interviewed by Newstalk ZB's Ryan Bridge and discussed the need for a national vision for where we are going as a nation and how answering that question is critical to establishing our future infrastructure requirements. We must also get more efficient at building and managing our infrastructure if we are to reduce our infrastructure deficit and make the most out of the money we spend .
