PRIMAR is an international collaboration dedicated to providing a consistent and reliable electronic navigational chart (ENC) service, and operated on a non-profit basis by the Norwegian Hydrographic Service (NHS) in close cooperation with Electronic Chart Centre AS (ECC). Our core aim is to support authorised partners with flexible, user-friendly, efficient and timely solutions. This ensures that end users are provided with an ENC service which is recognised for its quality and for its overall contribution to marine safety and efficiency at a global level. In pursuing this vision, we focus on giving our partners freedom to choose between a variety of services and solutions. The primary aim is to make data available to everyone at a reasonable cost in order to enable value creation and safety at sea. Although the technology is advanced, the idea underlying our service is simple. We gather all ENCs in a single database and create a one-stop-shop for distributors and users of such charts. This has allowed us to acquire a leading role in providing the best navigational solutions for the world's merchant fleet, navies, marine pilots and government agencies.

    Hans Christoffer Lauritzen represented PRIMAR at the 18th Eastern Atlantic Hydrographic Commission (EAtHC) meeting from 01-03 May 2024 in Casablanca, Morocco. This event included a 2-day seminar on "20 years of Capacity Building in EAtHC." PRIMAR participated as an observer.   PRIMAR shared information on in-house developed validation tools, dual fuel validation, and the PRIMAR S-100 Service and highlighted its ongoing projects for 2024. Additionally, PRIMAR presented its Training Portal, which offers capacity-building content for Member States. The portal aims to facilitate exchange and knowledge sharing, enhancing PRIMAR's reputation as a knowledge center.   Key topics discussed during the EAtHC18 Conference included the approval to extend the EAtHC ICCWG's scope to regional S-100 coordination. Coastal states were encouraged to share data with GEBCO and develop CSB initiatives under the Seabed2030 and CSB framework. The conference also reviewed the situation and reminded coastal states of good practices concerning MSI / NAVAREA II. Actions were approved to support the development of MSDI in the region, and a presentation was given on the disaster response plan framework. The need for more resources for regional S-100 implementation and capacity-building for Member States was emphasized, as current efforts mainly benefit non-IHO Member States.     Great news! Sailing routes for Svalbard are now accessible via the PRIMAR Database. At present, there are a total of 687 routes available. These routes, known as Reference Routes, have been established by the Norwegian Coastal Administration (NCA) following best practices for navigation in Norwegian waters. PRIMAR distributors have the capability to efficiently select, order, and deliver these routes, known as RTZ, directly to end users through the PRIMAR Chart Catalogue. RTZ can be acquired independently or integrated with existing ENC portfolios, enabling vessels to access routes tailored to their specific sailing areas. Additionally, the service ensures automatic updates for licensed routes, enhancing safety and efficiency. Compatible with most ECDIS/ECS systems, RTZ facilitates onboard route planning, exchange between bridge systems, and ship-to-shore communication, among other functionalities. #PRIMAR #RTZ #navigation #navigationalchart #ECDIS

    The TEWG Workshop took place online on April 30th, 2024. Attendees participated in an informative session featuring the latest updates on PRIMAR development projects in 2024, advancements in PRIMAR GDS tools testing, and updates on the latest versions of S-101 developments at IHO’s working groups. Demonstrations showcased S-57 to S-101 conversion using tools like dKart and Caris. Additionally, information on the NIWC tool used for viewing and QC was included in the agenda. The workshop also comprised a discussion session where HOs could share updates, pose questions, and discuss concerns regarding S-100, S-101 product specifications, conversion, and Dual Fuel production challenges for the future. #PRIMAR #TEWG #workshop #S100 #navigation #navigationalchart

    17. - 18. April PRIMAR (Mikus Ranka, Jacek J.) took part in the Baltic Sea e-Nav project workshop in Helsinki. Amongst other topics, like S-100 standards and its product specification versioning questions, the workshop was about getting on board the IHO RENC services for the project data sharing, validation and distribution. By inviting PRIMAR RENC to join the project as an associated partner, the project gains many benefits, among which are more harmonized, automated and timely delivered test data delivery to the project testbeds. PRIMAR is in the process of setting up a dedicated Baltic Sea e-Nav project data server compliant with existing (S-57) and the new (S-100) international standards for the next generation of navigational products and services, including the Dual Fuel ENC data validation and distribution. It will be made available for the PRIMAR RENC members, their involved national institutes and FURUNO's S-100 ECDIS prototype testbed. The Baltic Sea e-Nav project is about creating the next generation of navigational products and services compliant with new international standards, enabling national authorities and other maritime organisations to ensure safer, more harmonised and eco-efficient navigation at the Baltic Sea.     The 19th meeting of the Data Quality Working Group (DQWG) took place virtually from March 25th to 26th. The meeting was attended by 32 registered delegates representing 16 Member States, along with expert contributors and the IHO Secretariat. Key discussions included reports from NIPWG and TWCWG regarding data quality matters, focusing on the adoption of S-97 Part C and the implications of S-104 Product Specification changes. Additionally, report was presented on the cross-check of data quality chapters and the work of the Feature Catalogue SubGroup. Svein Skjæveland represented PRIMAR and provided statistics on populating POSACC/SOUACC values in existing S-57 ENCs or relevant spatial objects in preparation for the conversion to S-101 ENCs. The DQWG and ENCWG prepared a proposed Ed. 2.0.0 of S-66, aiming to submit it for endorsement at the next HSSC meeting. The meeting also addressed future editions of S-68, emphasizing the need for engagement in development and improvements in CATZOC value allocation. Recognizing the importance of data quality in MASS navigation systems, a proposal was made to establish a SubGroup to contribute to MASS Project Team activities, aiming to draft guidelines for data quality evaluation from a MASS user's perspective.     Svein Skjæveland represented PRIMAR at the 10th IHO S-100 Test Strategy Meeting held in Monaco from March 12 to 15, 2024. During the meeting several papers related to PRIMAR's input to S-100 Part 15, the PRIMAR Catalogue and Dataset Versioning, and PRIMAR's contribution to the Catalogue Checking Process were presented. Group discussions focused on enhancing S-98 interoperability for seamless integration into the S-100 ECDIS.     The fifth PRIMAR Marketing Group (PMG) meeting, held online on March 12th, 2024, addressed various agenda items. Participants reviewed actions from PMG 04 and coordinated plans for the PRIMAR Distributor Survey and Seminar. Updates were provided on PRIMAR services and the latest developments.
