This week, INHOPE travelled to Sofia for a Quality Assurance Programme (QAP) visit to ensure The Safer Internet Centre (SIC) in Bulgaria - Safenet.bg maintains the highest standards in analysing and removing child sexual abuse material (CSAM) reported by the public. During a roundtable with key stakeholders, including the Deputy Minister of Education and the Commissioner of the Cybercrime Unit among others, we underscored the crucial work of the hotline and Safer Internet Centre. Safenet.bg has reported a sharp rise in hosted content and an alarming increase in images featuring Bulgarian children. A part of INHOPE’s network since 2006, the hotline faced closure mid 2023 but was successfully integrated into the Safer Internet Centre/Association Roditeli to continue its essential work. INHOPE is the leading global network combatting online Child Sexual Abuse Material (CSAM). The Network consists of 54 hotlines in 50 countries (as of January 2024) that provide the public with a way to anonymously report illegal content online with a focus on CSAM. Reports are reviewed by content analysts who classify the illegality of the material, which is then shared with local Law Enforcement Agencies and a notice and takedown order is sent to the relevant Hosting Provider. We support hotlines and their partner organisations through training, setting high quality standards and best practices for hotline operations, and ensuring staff welfare. We provide the hotline network with a secure platform called ICCAM that facilitates the exchange of CSAM reports between hotlines and INTERPOL. INHOPE promotes legislative and policy developments that support our vision of an internet free from CSAM. INHOPE is based in the Netherlands and our member hotlines operate across six continents: Africa, Asia, Australia/Oceania, Europe, North and South America. In a borderless digital world CSAM has global consequences and as its distribution grows so do our efforts. Point de Contact, our hotline of the month, has developed DISRUPT, an essential tool in the fight against online child sexual abuse material (CSAM)! This tool addresses the urgent issue of intimate content of minors being shared without consent. Accessible in multiple languages, it enables the removal of existing content and proactive prevention of online distribution through reporting and content hashing.
