We recently held a workshop titled "Resilience and Business Continuity," led by Rīga Stradiņš University researcher Vitālijs Rakstiņš. The session focused on strategies to fortify our #resilience against #kinetic and #cyber threats, highlighting the necessity of structural and operational integrity. 🗝️ A key takeaway was the concept of resilience as more than just survival - it's about proactively building internal capacities that allow us to adapt and function during disruptions. This approach ensures a self-sustaining capacity to handle crises, aligning with NATO’s baseline requirements for national resilience in civil infrastructure. Maris Dzelme, Head of Security at RB Rail AS, underscored that “for RB Rail, and for the #RailBaltica global project, this approach to resilience is not merely a best practice but a legal mandate. The organization must ensure a business continuity plan to safeguard operations in the event of national threats.” 💬 As Vitālijs Rakstiņš pointed out, “#Railways have historically been vital for transporting military cargo, enabling the movement of heavy loads over long distances. Latvia's National Military Mobility Plan, approved in 2023, identifies critical gaps in railway infrastructure compatibility with Western European standards. Rail Baltica’s infrastructure is being adapted to NATO requirements to address these gaps, emphasizing its dual-use role for both civilian and military purposes. 🛡️ NATO Force Integration Unit Lithuania visited the Rail Baltica in Lithuania construction site in #Jonava district to review project progress and discuss its significance for military mobility infrastructure. 🔵 Commander Colonel Peter Nielsen (Danish Armed Forces) emphasized that #RailBaltica 🚆 is more than a civilian project: “When faced with a military threat, Lithuania's security directly depends on the speed of deployment of NATO allies. Military mobility serves primarily as a deterrent. However, the benefits derived from it – in the form of a well-developed national transport infrastructure – are for the benefit of society as a whole”. ➡️ European-standard infrastructure is the missing link for the full #integration of the Baltic states into the #EuropeanUnion rail transport network. Standardization of rail infrastructure will increase the EU’s ability to respond to #security threats and #strengthen vulnerable regions. 🚆💼 On Friday, at Satiksmes ministrija / Ministry of Transport , the three ministries responsible for #RailBaltica - Kliimaministeerium / Ministry of Climate of Estonia, Satiksmes ministrija / Ministry of Transport and Susisiekimo ministerija / Ministry of Transport and Communications - launched an important project in collaboration with the European Commission’s #DGREFORM and the Technical Support Instrument (TSI). ➡️ This initiative aims to establish a #unified framework for managing Rail Baltica's infrastructure and service provision. ➡️ During the kick-off meeting, the participants discussed the shared goals, achievable outcomes, and methodologies for a cohesive approach to Rail Baltica's railway infrastructure management and legal framework. The common objective is to eliminate administrative barriers that hinder effective cross-border operations. The project will focus on three key areas: 🔷 Establishing unified cross-border public service obligations. 🔷 Developing an effective legal and institutional framework for Rail Baltica's infrastructure management model. 🔷 Creating a financing model for essential infrastructure facilities, including rolling stock depots, cargo terminals, and passenger stations, the costs of which are not covered by the funding of the Connecting Europe Facility. ➡️ While each country will own its respective Rail Baltica infrastructure, our goal is to operate under shared #principles and #conditions. Synchronizing national and cross-border elements – such as safety management, traffic control, capacity distribution, and fee determination – is crucial for effective infrastructure management. ➡️ Additionally, the project will explore solutions for attracting further funding from both European and national public and private sources to support the construction of Rail Baltica's infrastructure. Before the opening meeting, the project developers visited the Rail Baltica construction site at Riga Central Station to get acquainted with the progress of the implementation of the project.

🚆 Rail Baltica progress at ✈️ RIX Riga Airport As the construction of the #RailBaltica station and related infrastructure at RIX Riga Airport continues, work is now underway on the #viaducts in both directions from 🚉 the future passenger terminal building. ➡️ The reinforced concrete frame of the station building, standing three stories high, has been completed by contractor BSL Infra commissioned by the national implementer of the project in Latvia Eiropas Dzelzceļa līnijas | Rail Baltica. ➡️The next phase includes viaduct construction in the directions of Riga and Jaunmārupe, with over 4.5 kilometers of high-speed railway line under development.
