Its mission is to support EU policies as a centre of excellence for information, data and knowledge management, and to ensure that this broad range of information is available to the public as accessible and reusable data to facilitate transparency, economic activity and the diffusion of knowledge.

We walked down memory lane today at the Publications Office… for those of us that remember CD-ROMs… 😉 Given our use of CD-ROMs in the past as a means of storing and sharing information, we were selected for a case study by Dr Valérie Schafer and postdoctoral researcher Alina Volynskaya from the Luxembourg Centre for Contemporary and Digital History (C2DH) - University of Luxembourg. Their visit fell under the historiographical research (study of written histories) they’re carrying out on the use of the CD-ROMs, particularly in the context of the transition from analogue to digital technology. Valérie Schafer and Alina Volynskaya have already started to explore our archives, uncovering extensive material (including annual reports with detailed sections on CD-ROMs and a collection of preserved CD-ROMs). Today they gathered oral testimonies and memories from OP colleagues who have worked with CD-ROMs in terms of production, uses and dissemination of compact disks. Delighted to have joined today Stefaan Verhulst, PhD, Rosseau Bart, Juliana Outes Velarde, Mark Herringer and others at an insightful The Data Tank exchange in Brussels. We discussed the role of data stewards in building a well-functioning, resilient and trustworthy data ecosystem. I was honoured to share our experience, our work and vision at the Publications Office of the European Union and the European Commission, skills we have honed also thanks to our data.europa.eu and metadata services. At today’s event, I highlighted the key role of the ‘human infrastructure’ in ensuring access to data for reuse in a systematic, responsible and sustainable way: data stewards are pivotal in making this happen. Good data stewardship is essential for informed decision-making. It requires a structured approach, with clear roles, guiding principles, governance and accountability, and a framework for effective collaboration between all players. It is also crucial for data quality, for ensuring accuracy, completeness, reliability and appropriate access control. Trustworthiness is paramount. While being clear on the questions and purposes underlying data collection, good data stewardship necessitates a data-centric approach. This means processes and systems need to be designed to prioritise data quality and accessibility, with data being stored once only and accessible by default by authorised users. Finally, to empower data stewards and enable them to be efficient, data – and also metadata - must be findable, accessible, interoperable and reusable (FAIR). The European Forum of Official Gazettes unites organisations responsible for publishing the official journals of the EU Member States, the EU Publications Office as well as legal gazettes of countries beyond the EU. We animate the Forum together with the rotating Presidency. This year’s Forum, hosted by DILA (Direction de l'information légale et administrative), has just taken place and what an insightful event it was … on the topic of ‘The New Spirit of Laws in the Era of Artificial Intelligence’. This year is also the Forum’s 20th anniversary, and so a moment to take stock of what we’ve achieved together and just how important the Forum is. Through the annual meeting we exchange on best practices, share pilot projects and experiences in facilitating access to law. Our embrace of modern technologies such as AI is especially important for knowledge sharing: one country’s experiences can be lessons for others; another country’s trailblazing can set the standard for others to follow … This is the spirit of the Forum; it is the spirit of the EU. This time we looked at how to guarantee the accessibility and intelligibility of published information, through, for example, consolidation, the use of portals, involving citizens in the creation of law, common identifiers (the European Legislation Identifier), ergonomy and more. We also focused on how we’re experimenting and industrialising AI solutions, through a FAIR information architecture, Generative AI, AI-assisted translation, AI-assisted consolidation, summarising amendments … Other topics covered included electronic seals and signatures in legal publishing to ensure authenticity and integrity, data protection and the use of AI, and greening. For Director-General Hilde Hardeman, the scope and breadth of the Forum are crucial for moving forward: ‘making law accessible requires a multi-layered approach. It’s about understanding our users, reaching out to them in meaningful ways, and using the best technologies available to deliver a product that is not only useful but also trustworthy.’ Our warm thanks go to all the speakers, participants and the many working behind the scenes, rising to the challenge and bringing these projects to life.
