[IGSMAIL-7527] Preliminary IGS Antenna file including Galileo IOV chamber calibrated patterns

Dear IGS colleagues,
The Galileo IOV satellite antenna chamber calibrations have been
published in 2016 by the GSA
(https://www.gsc-europa.eu/support-to-developers/galileo-iov-satellite-metadata).
At the IGS Workshop 2017 in Paris in the MGEX and in particular at the
Antenna working group splinter meeting we came to the conclusion that
the calibrated antenna patterns shall be included into the official IGS
ANTEX file.
In addition to the regular IGS ANTEX file (igs14_wwww.atx), an extra
file containing the IOV chamber calibrations for Galileo IOV satellites
is made available and regularly updated (igs14_wwww_iov.atx). The latest
testing file is available on the IGS ftp server (igs14_1967_iov.atx):
ftp://ftp.igs.org/pub/station/general/igs14_1967_iov.atx
During a transition time of one Month (until the 22 October 2017) both
ANTEX files will be maintained and published on the IGS ftp server.
As of 23 October 2017 the IOV pattern will be introduced in the official
IGS ANTEX file.
If you have any comments about the new ANTEX file, please do not
hesitate to contact me.
