Operations managers, production managers, planners and schedulers can work with them in developing solid and practical Do-It-Yourself Decision Support Systems. Small and Medium size organizations, can apply OR methodologies without the presence of specialized software and trained personnel, which in many cases cannot afford anyway. This paper examines an efficient approach in solving combinatorial programming problems with the use of spreadsheets. A practical application, which demonstrates the approach, concerns the development of a spreadsheet-based DSS for the Multi Item Procurement Problem with Fixed Vendor Cost. The DSS has been build using exclusively standard spreadsheet feature and can solve real problems of substantial size. The benefits and limitations of the approach are also discussed.

Among them, iwb and web2.0 software applications can be easily distinguished. The former is a complex electronic device that combines both teamas well as distancelearning effectively. Most of public schools in the country are equipped with this device. However, the premise of active iwb utilization in classroom by the teaching community as a prerequisite for developing modern educational scenarios and therefore creating excitement and added-value for students, remains to be proved. In this paper it is shown that iwb, as a novel tool, not only offers a new perspective in classroom management, but also acts as homogenization platform, where software and hardware of different architectures can harmonically interact and still bring fruitful results, increasing the efficiency of the teaching system.

This paper proposes a systematic approach for creating WEB based courses, which integrates learning objectives, pedagogical activities and technology. It also identifies the main decision making points about design and author for Internet delivery.

ABSTRACT Project portfolios of EU programme organizations typically contain hundreds or even thou... more ABSTRACT Project portfolios of EU programme organizations typically contain hundreds or even thousands of diverse projects, carried out by public or private organizations each being at a different level of organizational project management maturity. As a result an embedded risk exists regarding the allocation of funds to potential project organizations which could lead to high opportunity costs from not being able to fully utilize the programme's available funds. Spotting early signs of underperformance is crucial for programme managers in their decision making concerning the implementation of potential corrective actions, or reallocation of funds. Reduction of this type of risk can only be achieved by monitoring the cost progress of each project against its approved budget. This paper presents a methodological framework applied to a real case study where projects can be classified according to the shape of their S-curve in a way that provides a strong indication about their final performance.

Digital cities have been evolved during the last decade and they have installed various informati... more Digital cities have been evolved during the last decade and they have installed various information systems and information and communication technology (ICT) based infrastructures across various cities in the world. Most digital cities are ongoing investments, while their outcomes are differentiated from their primary objectives, and many of them are declined although their deliverables have been achieved. The aim of this paper is to approach the digital city as a unique project instead of a program of projects. In this context, a digital city can be considered a complex and large scale project, while the project management perspective will be applied on two representative forms of digital cities in order to conclude on a common management model, to underline the difficulties of such a project, and to provide with useful instructions that can be used by current and by future project managers who approach a similar initiative.
