This policy should conform to the standards set by the European Union. Costs are classified as either internal costs or internal costs. One mode of generating funds is by having consumers pay a "pollution tax" for vehicles, but such a tax is not very practical since under this system drivers who drive little would pay as much as those who drive frequently. In addition, some researchers have examined the option of "traffic jam taxes." Traffic jam pricing has been shown to reduce miles traveled and fuel amounts, and thus, pollution levels. This leads to an "internalization" of costs by consumers.
