A report published today examines the use of Community Service Orders (CSOs) and short-term prison sentences in Ireland. The report, "Community or Custody? Insights from a Review of Evidence and Sentencers’ Perspectives on Community Service Orders and Short Term Prison Sentences", was conducted by Dr. Niamh Maguire and Prof Nicola Carr. It explores judicial perspectives on CSOs, the impact of legislative frameworks, and factors influencing sentencing practices. The report highlights the importance of addressing systemic barriers, improving data collection, and increasing awareness to enhance the effective use of community-based sanctions. The International Protection Appeals Tribunal is a statutorily independent body and exercises a quasi-judicial function under the International Protection Act 2015. The function of the International Protection Appeals Tribunal is to hear and determine appeals on negative recommendations made by an International Protection Officer concerning applications for international protection status in the State. The Tribunal also determines appeals under the European Union (Dublin System) Regulations 2018 and the European Communities (Reception Conditions) Regulations 2018-2021. A competition is being held in order to establish a panel of suitably qualified individuals from which the Minister for Justice may appoint successful candidates to act as part-time Members of the Tribunal, in order to carry out certain functions of the Tribunal. Each Member of the Tribunal appointed by the Minister for Justice in a part-time capacity shall hold office under a contract for services for a period of 5 years. This weekend An Garda Síochána teamed up with the Department of Justice Border Management Unit at Dublin Airport, AkiDwA - Migrant Women's Network In Ireland and Community Midwives from the Health Service Executive to raise awareness around the harmful and illegal practice of Female Genital Mutilation (FGM). Gardaí from the Garda National Protective Services Bureau, the Garda National Immigration Bureau, the Garda national Diversity Unit and the DMR North Division were involved in this multi-agency operation. Operation Limelight originated in the UK and similar initiatives have been implemented in other countries including Australia, Canada, New Zealand and the United States. Operation Limelight previously took place in Dublin and Kerry Airports in 2023 and in Cork and Shannon Airports earlier this year. The two-day initiative coincided with the October bank holiday weekend when more than 200,000 passengers travelled through Dublin Airport. We provided information to passengers which explained what FGM is, outlined the law in Ireland, and informed people what they can do if they are worried that a girl may be at risk of FGM. #KeepingPeopleSafe

📢 Minister for Justice Helen McEntee TD today welcomed the publication of the Probation Service Annual Report 2023, which provides a detailed overview of key developments, performance and general statistics on the work of the Service and its significant contribution to the criminal justice system. The Probation Service Annual Report highlights the enormous work carried out over the course of 2023, during which the Service worked with 16,989 people in the community, 3,175 people in custody and completed more than 11,000 assessment reports. In 2023, Probation Service staff also managed more than 1,600 community service orders, which amounted to more than 200,000 hours of unpaid work, equivalent to nearly 780 years of time spent in prison, and worth more than €2 million in unpaid work for the benefit of communities nationwide. Publishing the Annual Report, Minister McEntee said: “The Probation Service is a vital part of the Department of Justice. It plays an essential role in our criminal justice system by working to provide opportunities for rehabilitation and supporting its clients as they look to build crime-free lives." Director of the Probation Service, Mark Wilson said: “The Annual Report 2023 outlines the impact the Probation Service had in addressing offending behaviour and helping to create safer and more inclusive communities. The Probation Service worked with nearly 17,000 people in the community and completed nearly 11,000 assessment reports, meeting rising demand with dedication and professionalism.’ In keeping with the recommendations of the Review of Policy Options for Prison and Penal Reform 2022-2024, and through concerted efforts, the Service reported a nearly 30% increase in completed Community Service Assessments in 2023 over 2022’s figures, a total of 2,142. The 2023 Annual Report also demonstrates significant progress against the Probation Service Strategy and the Performance Delivery Agreement 2023 and Review of Policy Options for Prison and Penal Reform 2022-2024. It also advanced commitments across 5 strategic pillars outlined in the 2021-2023 Strategy Action Plan, with particular focus on community sanctions & community service, social inclusion, work in prisons and with young persons, and high-risk offender management. The Annual Report also highlights the further development and introduction of the Irish Probation Framework, a bespoke model of probation practice which is evidence-informed and underpinned by research. This will help the Probation Service to develop as a more effective, consistent and accountable organisation. In September 2023, the Probation Service published the IPF Practice Manual, a critical resource that will enable Probation Officers to translate and operationalise the IPF into their everyday practice. We are delighted to say that we are the first Irish government department to commit all its staff to the JAM (Just a Minute) card initiative which forms a key part of its Customer Service and EDI strategies. JAM stands for 'Just A Minute' and allows people with a hidden disability or communication barrier to let others know that they need extra time in a simple and discreet non-verbal manner. The JAM card is an initiative of the social enterprise NOW group. It was designed in 2012 by some of their participants with learning disabilities and autism. The card was developed based on their own experiences and is all about putting the power to pause into their hands. Carrying the discreet little card, or the simple app on their phone, a JAM user can signal they need a small bit of extra time and understanding when transacting their business. Throughout the island of Ireland there are now over 168,000 JAM card users and it is supported by small shops, large businesses and many public bodies. The department's Accessibility Team has been working with staff to ensure the initiative is adopted fully as part of its Equality, Diversity and Inclusion Strategy (EDI). #jamcard #inclusion #equality Helen McEntee
