    On 26 July 2024, the government of Indonesia issued Government Regulation No. 28 of 2024 ("GR 28"), which is an implementing regulation of Law No. 17 of 2023 on Health ("Health Omnibus Law"). GR 28 came into effect on the same day it was issued. This client alert will specifically discuss the processed food-related provisions under GR 28. You can read about other topics regulated in GR 28 here. Through GR 28, the government aims to impose control by setting up limits on the maximum content level of sugar, salt and fat (known as gula, garam dan lemak/"GGL") in processed food products. This is an attempt from the government to control non-communicable diseases that are caused due to high consumption of GGL (e.g., hypertension, diabetes). This has sparked considerable controversy, as business actors anticipate they may need to modify their products to comply with the new requirements. Although not discussed in detail, GR 28 suggests that the GGL content in processed foods, including pre-packaged and ready-to-eat items, will be restricted.     On Friday, 16 August, our office was buzzing with excitement as we gathered to celebrate our country's 79th Independence Day. The event kicked off with a heartfelt Independence Day Ceremony, where we all came together in a spirit of unity and pride. Our Senior Partner, Erwandi Hendarta, as the Inspector of Ceremony led the procession with grace and solemnity. After the ceremony, the fun began! We dove into a series of "17-an" games and activities that had everyone laughing and cheering. As the event went on, we enjoyed a delicious traditional-style dinner while eagerly awaiting the announcement of the game winners. The night reached its peak with the final E-Sport FIFA tournament. The competition was fierce, but camaraderie and sportsmanship shone through. As the national motto says, “BHINNEKA TUNGGAL IKA” (Unity in Diversity). This motto befits Indonesia as a great country, the largest archipelago in the world with more than 500 ethnic groups but with one uniting language, Bahasa Indonesia. For 79 years, this motto has united Indonesia, and may it continue to do so for many years to come. May it also unite us as a firm, with diversity and equity moving forward.     On 26 July 2024, the government of Indonesia issued Government Regulation No. 28 of 2024 ("GR 28"), which is an implementing regulation of Law No. 17 of 2023 on Health ("Health Omnibus Law"). GR 28 came into effect on the day it was issued. GR 28 regulates the same main principles as the Health Omnibus Law, but adds more depth and details. It contains 1,172 articles, a lot more than the Health Omnibus Law's 458 articles. GR 28 revokes 31 regulations at both the government and presidential levels, although implementing regulations of the revoked regulations remain in effect as long as they do not contradict the provisions of GR 28. While we are still carrying out a full analysis of the regulation in parallel, we set out below our preliminary (and high-level) highlights of GR 28.
