Is it possible to disable the operation of the built-in password manager on the tab with the extension?

The difficulty is that I need to allow autofill for all urls except those explicitly listed. I'm afraid it won't work correctly with this API. Because I will have to dynamically turn the rule on and off. How is there not enough policy like in Edge. Is it really that hard to do?
