This paper proposes to apply target-oriented utility theory [42] to achieve more cost-effective sensor placement on transportation networks. Target-oriented utility theory assumes that the decision maker wishes to maximize the probability of achieving an uncertain goal or target (in our case, the deterrence threshold).
In that case, we are able to show that the use of target-oriented utility to model attack deterrence can result in significantly more cost-effective protection.
