Much has also been written about globalization, population demands, water quality, waste management, and maw more oldie issues that confront human kind throughout the world. It is not the authors' purpose in this paper to repeal the familiar maxim: civil engineering education must change to meet the challenges of a rapidly changing world. Instead, the authors clarify the very real risks of the vectors ofpsychological inertia, and describe how systems analysis and the theory of inventive problem solving (TRIZ) justify substantive change in civil engineering education and how that could be accomplished.

This paper discusses the applicability of advanced machine learning methods to problems of concep... more This paper discusses the applicability of advanced machine learning methods to problems of conceptual design, and presents a case study on an automated acquisition of design rules for wind bracings in tall buildings. Design rules are determined by generalizing expert-given examples of designs. The generalization methods used in the study are based on the most recent research in machine learning, which concerns the constructive induction programs capable of generating new attributes, beyond those provided initially, and automatically formulating decision rules. The process of determining rules consists of three stages: the problem def'mition, preparation of the examples of designs, and role induction from examples. The decision rules generated by machine learning programs specify design recommendations, designs to be avoided, typical (standard) designs, and infeasible designs. The learned rules were analyzed and verified. They were evaluated as highly promising and capturing the essential understanding of the wind bracings conceptual design which is typically used in the design process. The results obtained indicate a great promise of the methods of constructive induction in structural design knowledge acquisition.

This paper proposes the use of sustainable energy systems based on solar and biomass technologies... more This paper proposes the use of sustainable energy systems based on solar and biomass technologies to provide solutions to utility challenges in Nigeria and acute water shortage both in rural and urban areas of that country. The paper highlights the paradoxes of oil-rich Nigeria and the stark reality of social infrastructure deprivations in that country. Perennial power outages over many years have translated to the absence of or poorly-developed basic social infrastructures in Nigeria. The consequences of this lack have been an increase in abject poverty in rural and urban communities as well as the erosion of social order and threats to citizen and their property. This paper proposes the adaptation of two emerging technologies for building sustainable energy systems and the development of decentralized and sustainable energy sources as catalyst for much-needed social infrastructure development through the creation of Renewable Energy Business Incubators, creative lending strategies, NGO partnerships and shifting energy-distribution responsibilities. These changes will stimulate grassroots economies in the country, develop large quantities of much needed clean water, maintain acceptable standards of sanitation and improve the health and wellbeing of Nigerian communities. The proposed strategies are specific to the Nigerian context; however, the authors suggest that the same or similar strategies may provide energy and social infrastructure development solutions to other developing countries as well. The economic and social opportunities that sustainable energy systems can bring are significant attractions for various private and federal organizations in Nigeria to invest aggressively in the new systems.
