Provide text-to-path-data conversion method

Annotation from the text chapter, an SVG 2 requirement that was never completed but should remain on our future wish list:

SVG 2 Requirement:	Have a DOM method to convert a 'text' element to outline path data.
Resolution:	We will add a DOM method to convert a 'text' element to outline path data, possibly moving the functionality to the FXTF.
Purpose:	To allow manipulation of text as a path.

This would sure be handy so that we could, for example, use getTotalLength() on svg text.
