If the user is not signed into the IDP, what does the API endpoint return (an HTTP error? An empty account list?)

I believe we treat any the same way, but might still be good to document best practices

          return error 401 instead 400 if no session cookie

What the error code is still not clear ( see w3c-fedid/FedCM#218 )
However we change it to 401 to match the fedcm-test-suite requirement
