The ideal candidate should have a strong understanding of HIS in its broader context, and be capable of designing and implementing interventions, mentoring departments, and building capacity. The Ethiopia Data Use Partnership (DUP) is a collaborative initiative between the Ministry of Health (MOH) and JSI with funds from Bill & Melinda Gates Foundation and Doris Duke Charitable Foundation to advance the country’s health information system. The DUP aimed to improve the collection and use of high-quality routine information in the health sector, leading to better quality, efficiency, and availability of primary health and nutrition services at all levels of the health system.

Summary of JSI Data Use Partnership (DUP) First-Year Review: ------- Capacity Building: In its second phase, DUP supported 2,263 participants in data management, analysis, and utilization. It also mentored 392 individuals in data consistency checks, analysis, and reporting, with a focus on maternal and child health and disease control. DUP led the creation of Private HMIS Implementation Guidelines and bolstered performance monitoring by preparing templates and organizing review meetings. Culture of Information Use: DUP contributed to various health strategy documents, including the Health Sector Development and Investment Plan (2023/24–2025/26) and revised guidelines for data quality and planning. It also supported the Mid-term review of HSTP-II and the dissemination of annual and semi-annual performance reports. Digital Health Services: DUP advanced the Digital Health Project Inventory, conducted an Enterprise Architecture Capability Maturity Assessment, and launched interoperability servers for the MOH Data Center. It integrated 600 User Customized Reports into eCHIS, enhanced the Open Concept Lab, and facilitated the integration of DHIS2 with the MFR system. Support was also provided for DHIS2 upgrades, customization, and ongoing eCHIS implementation. Health information system/Digital Health Governance: DUP aligned HIS/DH activities for 2016 EFY, celebrated National Health Data Week, and played a key role in creating taskforces and revising governance guidelines. It also revitalized regional HIS/DH structures, developed regional health plans, and fostered inclusive decision-making and accountability. Overall, DUP has made significant strides in improving data management, digital health services, and governance frameworks.
