When did the terms end?

- Marcos declared martial law on September 23, 1972? When martial law was declared, was Congress in recess? I read somewhere that they were expecting Congress to convene on January 1973; that's why the 1973 Philippine constitutional plebiscite was scheduled that way so that the people voted prior to the resumption of Congress.
- When the 1973 constitution was approved? The 1973 constitution said it "the Constitution came into full force and effect as of noon of January 17, 1973".
