Merge proposal Semi-metro into Light rail and/or Premetro

Merge proposal: Semi-metro into the Light rail and / or Premetro

A proposal has made to merge the Semi-metro article into the Light rail article. An alternative suggestion emerged to merge "Semi-metro" with Premetro instead, as some participants believe this might be a better fit given their specific similarities. Proposed merger

I think Tidewater Transportation District Commission should be merged literally and figuratively into Hampton Roads Transit, since it already has happened in real life.
