PBT/vPvB assessments under the previous EU chemicals legislation
The TC NES sub-group on identification of PBT and vPvB substances assessed suspected PBTs (persistent, bioaccumulative and toxic) and vPvBs (very persistent and very bioaccumulative) under the previous EU chemicals legislation. The group's assessment outcomes and Summary Fact Sheets are provided in the table below. Currently, the assessment of suspected PBT and vPvB substances can be informally discussed with the PBT Expert Group, which is coordinated and hosted by ECHA.
The TC NES sub-group addressed 127 substances. Of these:
- 28 were considered to fulfil the PBT, vPvB or POP (Persistent Organic Pollutant) criteria
- 66 substances were concluded as not fulfilling the PBT, vPvB or POP criteria
- 10 substances had their assessment deferred and
- for the remaining 23 substances, assessment was to be continued under REACH
This work ceased in 2007 and the status reported here corresponds to the status at the end of 2007. The conclusions reported in the table do not in all cases reflect the current assessment status of the substances listed. Further assessment work may have been carried out on a substance since the finalisation of its summary fact sheet.

Note that the criteria for PBT/vPvB identification under the previous legislation were not entirely identical with those laid down in REACH Annex XIII.
Fulfilling PBT criteria | The substance fulfils the PBT criteria or it fulfils the PBT screening criteria but it has been concluded that no further information is required at the moment. |
Fulfilling vPvB criteria | The substance fulfils the vPvB criteria or it fulfils the vPvB screening criteria but no further information is required at the moment. |
POP | The substance either fulfils the criteria for adding new substances to the Stockholm Convention on Persistent Organic Pollutants and/or the UNECE Protocol to the 1979 Convention on Long Range Transboundary Air Pollution on Persistent Organic Pollutants or it is subject to these Conventions. |
Not fulfilling PBT and vPvB criteria | The substance does not meet the PBT criteria. |
Under evaluation | The substance is under evaluation or further testing or information has been required from the manufacturers/importers. |
Deferred | The substance is a suspected PBT or vPvB, but it is at present not possible to request the generation of the data necessary to achieve a definitive conclusion or the substance is a suspected PBT or vPvB, but the substance is not of interest due to zero or low volume used. |
