These awards are not State's but Departmental (Ведомственные) ones, so PD-Russia is not applicable. See also disclaimer on the mid.ru website: The materials of the website of the Ministry of Foreign Affairs of Russia are publicly available and open for use for non-commercial purposes. This makes it's content non-compatible with Commons, see COM:L.
