This Coat of arms rendition is considered as incorrect based on Peraturan Daerah Propinsi Nusa Tenggara Timur Nomor 4 Tahun 1970 tentang Bentuk dan Pemakaian Lambang Daerah Propinsi Daerah Tingkat I Nusa Tenggara Timur. I notice the difference between original arms appears on the Statistics Indonesia 1978 report page 3 and this current rendition of the province arms as follows:

The combinations of rice, cotton, and lettering 1958 means 20 December 1958, which means "date anniversary of the Province".

The drawing of Gunkarta was based on Flobamora book published by the Ministry of Education in 2002. However, the komodo dragon drawing was considered as "his rendition drawing" because it is different than the source. The tinctures used in Perda 4/1970 are gules, or, and sable only. Strong oppose. It is the one now used officially (logo explanation on nttprov.go.id). Does not matter whether it is based on an old law or not. It is what it is. Better search for a newer law than staunchly following that 51-year old law. If you have a problem with that CoA used by the regional government, file a lawsuit against them for breaking that old law instead of doing nothing in the real world.
