The file is a screenshot from ANOM, a bait mobile messaging app used in an FBI operation. Although the application is likely to be developed by U.S. federal employees, the contents are likely not made by U.S. federal employees, a prerequisite when declaring a work to be PD-USGov of any kind.
As the contents in the file (a combination of complex sentences in a dialogue) are quite likely to exceed the threshold of originality, the file may actually be copyrighted. 廣九直通車 (talk) 02:42, 18 June 2021 (UTC)
Comment, the largest sentence doesn't seem to exceed the character limit of file captions set by WMF Legal, which I believe (but could be misremembering) that it's too short for the TOO. The chat app would be unexplainable without chat messages, and each bit of text is so minimal it would be hard to argue copyright.
