Thanks, Taivo. Please note that it’s not just my photos; many other users categorise their photos by their own rules, and to my knowledge, it hasn’t been an issue so far. A couple of examples: File:Dülmen, Wildpark, Brücke am Herzteich -- 2022 -- 4642.jpg or File:Naghsh-e rostam, Irán, 2016-09-24, DD 20-24 PAN.jpg (an all the other photos of the uploaders). Illegitimate Barrister

I've started a discussion at COM:AN/U, but after speedily deleting the SVG files, they have turned around and simply uploaded PNG versions. @Rlandmann: No other source than "National Weather Service website", so the image has serious {{source}} problem as well. Image itself was quite small, only 442×292 pixels, and it was similar to file:2016-06-13 10-41-51 82.0 Iceland - Hellu Hella.jpg, but darker and there was a big tornado where all straight lines meet. Regarding a file you reviewed

Hello @Taivo, hope you are doing well. This is regarding a file you reviewed. The license mentioned there is CC-BY-4.0 which is ok when we see the source. But when it comes to the author it is mentioned as Government of Bihar. And the permission section has given a link to a GoB website. now their policy states

Wherever the material is being published or issued to others, the source must be prominently acknowledged. However, the permission to reproduce this material shall not extend to any material which is identified as being copyright of a third party. Authorization to reproduce such material must be obtained from the department/copyright holder concerned.

@Taivo my issue is a bit different. Maybe confused will be a better word to describe my problem. When the author is GoB, then how come the file is mentioned as under 4.0 license. Just bcoz PRS has published it, can it be released here under licence of their selection? What I think is it should be released under the licence the original holder has published under. Source site says: "PRS Legislative Research is licensed under a Creative Commons Attribution 4.0 International License." Here is no mentioning "The license does not apply to items copyrighted by third parties." Instead, everything is CC BY-4.0. Apparently PRS obtained permission to publish the photos from copyright holders. As copyright holder seems to be Bihar government, this is plausible and even sensible. I noticed that when you tag user talk pages with {{Blocked user}}, you seem to not create a heading seperating the last notification prior to the block and your notification, you just append {{Blocked user}} to the bottom of the user talk page.
