🚨 The EU's plastic industry faces a strong recession.
Increased imports of recycled plastics from outside the EU, reduced investments, and low demand for both virgin and recycled plastics in the EU are causing a significant downturn.
However, the plastics value chain plays an essential role in driving circularity and promoting the EU's long-term competitiveness.
The industry's continuous innovation has resulted in more recyclability, resource efficiency, and reduced environmental impact. This dedication to sustainability is crucial, as plastics are versatile and durable, with essential functions across sectors like healthcare, automotive, packaging, and construction.

Great insights from these EEA briefings on the status of Europe #circulareconomy.
“Europe consumes a higher proportion of recycled materials than other world regions, although improvements have been limited in recent years.” This is spot on. Our recently published ‘Plastics the 𝘧𝘢𝘴𝘵 Facts’ shows a similar trend for circular plastics. It confirms that while Europe maintains the highest share of circular plastics (including recycled plastics) relative to its total production, progress is now stagnating, a fallout of continuous decline in competitiveness.
Indeed, accelerating the transition to a circular economy has become a policy priority. Our Plastics Transition roadmap, which presents a pathway for achieving a circular economy for plastics in Europe, outlines practical policy measures. It stresses the need to incentivise low-carbon and circular business models and create demand drivers for circular plastics through legislation. This can be done through, for example, mandatory minimum recycled content targets or recycling rates based on the industry sector (e.g. packaging, building & construction waste, etc).
It's true that the EU has an impressive portfolio of policies that support circularity. However, what we now need is smart implementation to better balance sustainability ambitions with industry competitiveness.

Data from ‘Plastics – the 𝘧𝘢𝘴𝘵 Facts’ shows that, compared to other regions, Europe maintains the highest share of circular plastics relative to its total production, of 14.8% close to 15%. However, the production of circular plastics is on a decelerating trend and falls short of the growth required to meet the ambitions of our Plastics Transition roadmap.
