Este webinar é destinado aos autarcas e equipas de apoio aos executivos municipais, técnicos municipais de ação climática ou quaisquer interessados no tema. O objetivo desta sessão é apresentar os principais instrumentos nacionais de política pública para a ação climática, com foco na dimensão da mitigação (Roteiro para a Neutralidade Carbónica 2050 e Plano Nacional de Energia e Clima 2030) e na dimensão da adaptação (Estratégia Nacional de Adaptação às Alterações Climáticas e Programa de Ação para a Adaptação às Alterações Climáticas). What is the role of multilevel governance in EU's climate transition and how does the Covenant of Mayors contribute? Last week, we were at the #EURegionsWeek 🇪🇺, where we hosted a session on multilevel governance. We discussed how a collaborative effort is needed to align climate action at local, regional and national level, and how the Covenant of Mayors is at the heart of this effort, creating a space for such collaboration. 🏘️🌱 During this session, we zoomed in on two successful cases of multilevel governance, where the Covenant played an essential role: 🇭🇷 We first heard from Croatia's North West Croatia Regional Energy and Climate Agency (REGEA). As Covenant supporters since 2014, REGEA uses the Covenant framework to empower municipalities in Croatia with their energy transition. REGEA has been in charge of setting up multilevel dialogues on climate and energy, involving representatives of Croatian municipalities and key national Ministries, as part of the European #NECPlatform project. These dialogues have been very successful and a crucial space to align Croatia's National Energy and Climate Plans (NECPs) with local and regional implementation, particularly through the creation of a new platform for sustainable finance. 🇮🇹 We then heard about the Agenzia per l'Energia e lo Sviluppo Sostenibile, AESS, from Italy. AESS works actively to get regions involved in the Covenant and supporting municipalities. They have been particularly successful in the regions of Emilia Romagna and Apulia, demonstrating that regional leadership can set up programmes guaranteeing financial and technical support to Covenant signatories. 💡 These examples illustrate how multilevel governance is more than a process—it's a necessary framework for achieving climate goals. Covenant of Mayors - Europe was invited to this excellent 2-days conference organized by Renael - Rete Nazionale delle Agenzie Energetiche Locali (Italian Network of Local Energy Agencies), together with many relevant stakeholders crucial to lead the way towards the energy and green transition in Italy!🔥 Key words from both days are #change, #courage, #commitment, #comprehensivemethod, #multilevelgovernance, and #communities. Fabrizio Penna showed the amazing progress cities are doing in implementing projects thanks to the Recovery Fund. Bruno Mola explained how EU policies on climate and energy are evolving to better meet city and community needs. Ilaria Bertini and Alessandro Federici showed the great commitment of ENEA, National Covenant Coordinator, to support Italian regional and local governments. And many more panelists shared inspiring stories... 💡Decision and policy makers need courage to embrace the massive transition, this is clear! The big question is: how to practically make this transition possible? A success factor is represented by the multi-level governance model, enhancing and improving synergies and collaboration between national players, regional and local governments. 💫Local and Regional Energy Agencies play a crucial role as intermediaries able to accompanying local authorities into their sustainable journey, from the planning phase to the implementation on the ground. And all participants recognize the Covenant of Mayors - Europe of Mayors and the #SECAP as the fundamental leading the whole process! 💥New ingredients are in the pipeline to speed-up the process for the Italian Community of Covenant of Mayors…. Last week, we attended the 2024 Climate Alliance International Conference #CAIC in Cascais 🇵🇹! This conference was an excellent opportunity to delve deeper into crucial topics such as geospatial data and energy poverty. 🚀 During our workshop featured with European Space Agency - ESA, we explored how space-based services can support the development of greener, more resilient and sustainable cities. Earth observation and other space technologies have a role to play in city's energy and climate planning, offering key data on urban heat, flooding, subsidence and air quality. As part of the discussion, google.org who, in partnership with Climate Alliance and others, are every day strengthening their Environmental Insights Explorer to provide thousands of cities and regions with actionable data and insights to reduce global emissions. 🎉 We also have good news, through our active collaboration with European Space Agency - ESA, targeted Stakeholder Engagement Facility support is now available to our CoM-munity! Interested municipalities can register for a series of upcoming webinars on Earth Observation applications in urban development here: https://lnkd.in/eRXCc6rA. 💡 Energy poverty was another key focus at the conference. With the Energy Poverty Advisory Hub, we engaged in inspiring discussions on local, community-led solutions to address #energypoverty. Our collaboration with #EPAH remains essential to strengthen the energy poverty pillar of the Covenant framework.
